Methodology Study On Public Policy Evaluation

1. Research Objectives and SignificanceThe significance of the policy is indubitable, the quality of the policy can determine whether the cause will succeed or not, and a set of policy theory that can be applied to direct the practice is the premise of promoting policy-making scientific, in turn, the scientific policy-making can promote the development of the policy theory, a benign mutual relationship can be formed between them. Since 1940's, the west policy theory has emerged as an independent subject and developed rapidly, and it was introduced into China towards the end of 1970's, and as a whole, it is still at the phase of introducing, and yet not finish the process of localization, and still lack the research of policy methodology adapting to China. The above situations lead to directly the bottleneck which limit the enhancement of the domestic policy value, there appear the following five symptoms in concrete: the disparity between the demand in theory and operation in reality; the disparity between the demand in theory and research in reality; which indirectly cause the following three gaps: the gap between the policy-researchers and the policy-makers; the gap between research and policy; the gap between policy science and other science.As a necessary tache of policy-making, the status of Policy evaluation is generally acknowledged by policy science expertise both at home and abroad, so the importance of the related procedure and method is undoubted. But as same as the current situation of research on policy theory, the domestic research of policy evaluation also presents the above five gaps, and lacking the guiding significance to the theory evaluation in practice.Based upon the inland, the parent project "the institute and research methodology of public policy", is aiming at instituting a policy-making scientific procedure that can make the policy research and policy-making supplement and support each other, and providing a whole set of approach and procedure of policy research for the policy-maker and policy-researcher by focusing the common objectives-how to make high-value policy. Circling the objectives to provide the approach and procedure about policy making and policy research, the parent project induce the problems existing the policy theory and practice into nine-part projects, the organic relationship between the nine projects constitute the "the scientific policy-making procedure" commonly, this project is located in the above graph by color.This study belongs to a consummating study, which was granted by the state distinguished youth fund (79925002) . At the basis of making up the deficiency about the policy evaluation existing in the current domestic writings, the project aims to provide the domestic policy researcher and policy maker a set of operating procedure of policy evaluation, which supporting research and making each other. The procedure includes the frame idea, steps, and the objectives of each steps, basic ideas and principle, common methods, the primary matters that need attention in each steps, the separate advantagesand duties of the policy researcher and maker.This study consists of two parts, one is theory exploration, and the other is demonstration simulation. "The part of theory exploration" emphasizes to manifest the shortage and defect of "policy evaluation" in domestic policy writings, and to recommend a set of operating procedure of "policy evaluation" on the basis of making up the shortage and defect, which supporting research and making each other. "The other part of demonstration simulation", emphasizes employing the present data to simulate and validate the recommended operating procedure of "policy evaluation".2.
