To the obvious condition of the dual structure in urban and rural economy and society, the target of the all-round well-off society was put forward on"16th NCCPC"; the rural well-off society construction becomes the most important contents of the all-round well-off society. The scientific view of development which means"people oriented, all-round, coordinated and sustainable development"was brought forward on the Third Plenary Session of"16th NCCPC";"overall planning for urban and rural economic and social development"becomes important mission to improve market economy system. Now, the construction of"socialism new village"becomes an important part in The Eleventh Five-Year Plan. Because the traditional rural cooperative medical system has broken up and could not recover, over 80% rural residents become the self-provided group for medical service, so it is extremely hard and expensive for them to see a doctor, the fact that"poverty caused by diseases"threatens the life safety of majority of rural residents seriously, affecting the stable in the country and the strategy of building a well-off society in an all-round way. Our Party and the government"take people as oriented", pay attention to the rural residents'health, make much of the development of rural health protection, develop the advantage of cooperative and in the traditional rural cooperative medical system mutual aid, make the important move to carry out the new rural cooperative medical system under the new environment. Since the second half of 2003, the new rural cooperative medical system began to be put into practice in some regions of the village, and the amount of practice reached 21% till the end of 2005.
