Research On The Fourth Congress Of Chinese Literary And Artistic Workers

It is the main mode and means of management of the Chinese Communist Party after the founding of new China to set guidelines, policies and tasks of the national literary and art work for a period time through convening the Congress of Chinese Writers and Artist(i.e.Wendaihui). Since September 1949, China has held 9 Wendaihui. As a milestone of opening a new era of the prosperity of the cause of literature and art, the fourth Wendaihui is an important meeting at the historical turning point, which is faced with deep historical problems and practical difficulties, and has a rich connotation of the times. From the theory aspect, to study the fourth Wendaihui is of a very important practical significance and academic value.With the help of materials of direct data, such as 179 issues of conference briefing, the organizational materials of the conference and a large number of participants memoirs, diaries, biographies of the conventioners, this paper has conducted a multi-level and multi-angle analysis on the fourth Wendaihui, and tries to show the original condition of the events. At the same time, the paper also explains the historical significance and practical value of the fourth Wendaihui, to provide a reference to the contemporary literature and art management.This article is divided into three parts: the Preface, the Text and the Conclusion.The Preface mainly includes the origin, the academic summary, the research methods, the innovation points, the difficulties and the description of the content.The thesis comprises five parts.Chapter 1: an introduction about the historical background of the fourth Wendaihui. It consists of two parts: one is a brief introduction of the 1st to 3rd Wendaihui, which helps us to understand the origin of system of the fourth Wendaihui, the other is a brief analysis of the historical problems, practical difficulties and policy bottlenecks of the fourth Wendaihui, which helps us to clarify the historical value and necessity of the convening of the fourth Wendaihui.Chapter 2: a brief introduction about the preparation and convening of the fourth Wendaihui. This part is divided into two sections. Section 1 is about the preparatory work of the conference from such themes as the reconstruction of the literary and art institutions, the production of the representatives and the drafting of the document of the assembly. Section 2 focuses on the convening of the fourth Wendaihui, which mainly includes the convening of the Party Congress meeting, the conference schedule, Deng Xiaoping’s “speech” and Zhou Yang’s report.Chapter 3: an introduction and discussion of the conference representatives on the development of literature and art since the foundation of the new China. It is divided into two parts. Part 1 is about the literary and artistic events in “the first 17 years”, including the evaluation of the development of literature and art in “the first 17 years”, the evaluation of two political critical movements in the circle of literature and art in the early stage of the establishment of the new China, the evaluation of the Anti-Rightist Movement in the circle of literature and art and Mao Zedong’s “Two Instructions”. Part 2 is a discussion on the development of literature and art during the Cultural Revolution and the 3 years after the Cultural Revolution, including “ a letter from He Jiesheng ”, “a discussion on the relationship between ‘Praise and Exposure’”, “the debate about popular songs in the society”,“discussion on the two part of the work of the tendency”and others.Chapter 4: an introduction about the ways and means of the prosperity of literature and art of the New Era. This part is divided into into four sections. Setion 1, the reform of literary and artistic work system, including the formation of consensus of participants and delegates, representatives’ reflection of the reform of literature and art system the warm discussion on the reform of Chinese film industry system. Section 2, “not to interfere in the literature and art work”, including the its performance, harm, reasons and the methods of its realization. Section 3, “to strengthen the construction of literary and artistic team”, including the difficulties of the team construction of the writers and artists, the measures to strengthen the team construction. Section 4, to strengthen the legal system construction of literary and art work, to strengthen the rescue, arrangement and use of the cultural heritage, and so on.Chapter 5: the implementation of the spirit of the fourth national Wendaihui,including the propaganda and report of the conference in the mainstream media and literary periodicals, the issuing of Notice on Conscientiously Implement the Spirit of the Fourth National Wendaihui by the CPC Central Committee, and the Script writing Symposium for carrying out the spirit of the conference.The conclusion is mainly about the historical significance, realistic enlightenment and limitations of the conference. Its historical significance including opening up a path to development of socialist literature and art with Chinese characteristics, promoting the renewal from the revolutionary view of literature and art to the socialist construction view of literature and art, realizing the innovation and development of Chinese literary theory, and promoting the reconstruction of the art team and the further adjustment of the recovered literary agency. Its realistic inspiration includes well mutual discussion when making cultural policies, permitting discussion when there are problems in the cultural area and giving political advice and guidance. What are its historical limitations? Because the fourth Wendaihui focused on unity too much to thorough resolve some problems. At the same time, some of the major historical issues such as “the Incident about Hu Feng”, failed to been given a proper judgment in this congress.
