The police professional ethics education is the systematic moral education aimedat individuals engaged in police affairs, the purpose of which is to enable the policeindividuals to perfect professional personality formation and the noble moralcharacter in the professional practice, and to fulfill the security needs of the societyand people, and consequently to complete the historical mission given by the partyand the nation.However, in recent years, the police vocational moral quality and practicalperformance are far from perfect. A great variety of problems emerged, such as thepolice power corruption, crimes of bending the law, bad service attitudes, job burnoutand severe mental stress etc. These problems have become the greatest socialconcerns, making prominent the problems of the police professional pertinence andactual effects of moral education. To solve this problem, the competent departments atall levels have put forward all kinds of specifications and requirements from differentperspectives, and have also carried out a large number of activities and practices inorder to improve the moral quality. Whereas, on how to internalize external norms andrequirements as moral character and accomplishment, and to implement theprofessional conduct and practices, no new breakthroughs have been achieved.Therefore,this paper tries to confirm the basic value of the humanistic care in thepolice professional ethics education. Guided by the Marxist humanism and from theperspective of the humanities, this paper is mainly concerned with the policeindividual’s actual demand. Through the integrated use of policing theory,ethics,pedagogy,sociology,management science,the ideological and political education,and through the method of combining theory with reality,history investigation andlogic analysis, comparative studies,empirical analysis and so on,the thesis tries toexplore the innovation and development of the police professional ethics education,with humanity concerns as the breakthrough point and with internal connection of thepolice individual demand and the humanistic care as the main line. Under the premisethat the rationality of social demand for the police is acknowledged and on the basis that the internal connection of police individual needs and humanistic care is found,this thesis intends to reveal the new task brought about by the combination ofprofessional ethics education and the humanities. Consequently, the paper tries toprobe into the fields of innovations, conceptual changes, the development of contents,methods, principles, implementation approaches and environmental guarantee. Thusthe attempt of theoretical innovation and practical breakthrough in the policeprofessional ethics education can be fulfilled. The contents and viewpoints of thethesis include the following parts:Firstly, from the perspectives of philosophy and history, this paper intends tointerpret the humanistic care of police professional ethics education. Through theanalysis of the realistic possibility of the orientation of humanistic care of policeprofessional ethics education, the first step towards the interconnection of the policeprofessional ethics education and humanistic care can be realized. Based onphilosophical interpretations of humanistic thought, the scientific connotation ofMarxist humanistic care becomes clear; Through the historical investigation of policeprofessional ethics education, the value of strengthening the construction of policeprofessional ethics is thus established; Through the analysis of the social requirementsof professional ethics, people-oriented social background, the social trends of mainbody education thought and the cultural implication of ideological and politicaleducation, this paper provides a theoretical basis for the possibilities of integratinghumanistic care into police professional ethics education.Secondly, from the perspective of reality, this paper analyzes the presentconditions of the police professional ethics in our co untry, and furthermore points outthat the rigidity of the police professional ethics education and the lack of humanisticcare are the major causes of low pertinence and effectiveness. On this basis, throughanalyzing the necessity and the importance of strengthening the police professionalethics education, and through a comprehensive transformation of humanistic carefrom the angles of the education idea, the content system, the principle ofmethodology, teacher training and environment guarantee for humanistic concern, thepaper intends to find a breakthrough for promoting the vigor and efficiency of the police professional ethics education.Thirdly, the paper analyzes the construction and development of the policeprofessional ethics education content system through the combination of the policeprofessional ethics education with humanistic care. The basic principle of policeprofessional ethics is the core and essence of police professional ethics educationsystem. The police professional moral rules are the specific requirements of theprofessional ethics education system. The police professional ethics category is theextension of the police professional ethics education content system. Clear andscientific explanations of the education contents are the fundamental premise of moraleducation of police individuals.Fourthly, the paper analyzes the promotion of the police individual main bodyability and the humanity concerns through the combination of the police professionalethics education with humanistic care. The cultivation of police individual main bodyability involves many aspects, but in terms of police professional ethics educationfield, the most important is still the two aspects of main body moral choice and moralability. On the one hand, through the analysis of moral conflicts in the field of policeprofession, the attention of moral education will be introduced to the practice areas ofthe police individual ideological confusion; On the other hand, through the attentionon internal cultivation, the police individual moral realm and self-discipline will bepromoted.Finally, the paper analyzes the combination of police professional ethicseducation with humanistic care, explores the interior and exterior environmentguarantee of the police professional ethics education, answers such questions as thepolice individual learning, motivation, needs, rights and interests of transforming themoral norms and requirements, and offers solutions to the problems existing in thepolice individual law enforcement environment.
