Research On The Control Of Government Information Resources In China

Government information resources is strategic resource for modern country. After over 30 years development of government informatization, great progress is achieved in the construction and management of government information resources in china. However, issues such as cognition bias, institutional deficiencies, weak infrastructure and inadequate application still exist in many levels. Although researches on government information resources started early in China, a serious gap between research and practice still exist because of laying too much emphasis on theoretical approaches than application value, which obviously can not meet the requirements of modern state governance system. Against this background, on the basis of theoretical analysis and systematic review of application cases, this thesis brings out theoretical system of management and control of government information resources and makes in-depth researches on theories, experiences, problem analysis, and coping strategies. The subject of this thesis is to re-establish the dominant ideology of construction and management of government information resources according to actual situation. On the basis of deeply analysis on the constraints of government information management and control, the thesis is aiming to make exploration on the countermeasures to improvement in such area. Therefore, transformation of the development mode of government informatization and improvement of management and control of government information resources is of great practical significance to ensure network security in the new situation, consolidate CPC ruling foundation, exercise government function better under the socialist market economy, and reform social management system and maintain social stability.With the process of global informatization, the impact to production mode, lifestyle, social forms and even national security and stability is increasingly apparent. Western countries are pioneers of theory and practice of modern government information resources. The actual control of government information resources is reflected in all aspects of construction and management of government information resources. With the development of the global political and economic relations and international competition, range of management and control of government information resources goes beyond the boundaries of the country. Also, competition and the use of worldwide information resources are becoming increasingly intense. New features in driving mechanism, institutional guarantee, implementation mechanism, and application mechanism of government information resources are emerging within many fields. Accordingly, it is rather necessary for China to alternate simple, one-sided and technical ways of understanding on government information resources, to lay adequate emphasis on intrinsic link among information technology, implementation of information resources and information content, and to aware deeply of political and social attributes of government information and the impact to state power and government management of uncontrolled information resources. Thus, it is inevitable to implement comprehensive government information resources management and control. To achieve the above changes, it is necessary to achieve breakthroughs in both theoretical and practical instruction on the basis of objective review and summary of previous research and practice results. That is, it is necessary not only to break through instrumental rationality of previous researches on government information resources and establish main idea of government information resources management and control on the basis of comprehensive way of understanding, but also to propose coping strategies on the development of construction and management of government information resources according to actual situation and problems of China’s government informatization.This thesis focuses on the practice of government information resources management in China. Government information resources management and control is not a new concept, but almost no previous research fruits are from the perspective of management and control of government information resources. Although there are plenty of application cases on foreign government information resources management and control, few theoretical research fruits can be obtained publicly. Thus, combination of literature research, normative research and case studies is the main research method of this thesis. Problems and reasons proposed in this thesis are based on in-depth analysis on realistic material and countermeasures are given against actual problems of government information and government information resources construction and management.This thesis consists of six parts altogether.The first chapter, introduction part, introduces the background and significance of this thesis. A comprehensive summary and analysis on the research ideas and research methods as well as the innovation and inadequate are given in this part.The second chapter focuses on core concepts and elements of government information resources management and control. On the basis of in-depth analysis and discussion on the concepts of government information resources, government information resources management and control and government informatization, a comprehensive way to understand government information resources is brought out. And then, demonstration and analysis on the object(information resources), the subject(government), the approach(government informatizaition), and the target(coordinated development of people, information and technology) are made in this part.The third chapter analyzed the development process of construction and management of government information resources in China. Results and shortcomings in this area are summed up. And then, the necessity to improve management and control of government information resources are discussed from the perspective of modern governance.The fourth chapter takes the United States as research object. The origin and development of the US government information resources management and control are discussed. The management and control mechanism of US government information resources are analyzed from dynamic mechanism, institutional guarantee mechanism, implementation mechanism and application mechanism. Enlightenment significance of the US experiences to China is summed up.The fifth chapter makes a comprehensive analysis on four parts of problems and their reasons of government information resources management and control: development mode of government information, government information related institutional construction, construction and management mechanisms of government informatization and applications of government information.The sixth chapter respectively puts forward the countermeasures to improve management and control of government information resources from four aspects: transformation of the development model of government information, establishment of institutional system of government information management and control, reform of implementation mechanism of government informatization, and promotion of government information application. At the last part of this chapter, suggestions on how to improve government information resources management and control of national autonomous areas in China are given according to the environmental constrains.
