Research Of Promoting Data Sharing Among Government Departments By Means Of Informatization In Heping District,Tianjin

With the development of information and internet technology,the era of big data has arrived.The government departments improve the ability of the society management and public services provided by utilizing the public data resources.However,because much of the data scatters in various government departments,the problem of data barriers and information island has been the most complicated conundrum in the area of government public management.To this end,by taking Heping District,Tianjin as example,this paper researched the problems of government department data sharing and puts forward the countermeasures to promote data sharing by means of informatization.This paper reviews domestic and overseas research achievements,combines the relevant concepts and theories in the field of public data resources management.After that,this paper investigates the present situation and existing problems of informatization and data sharing in Heping District,Tianjin and summarizes the experiences of Guizhou,Suzhou and Guangzhou.This paper proposes the countermeasures and suggestions to promote data sharing by means of informatization from the perspectives of general idea,function localization,technological development and system mechanism.The main idea is insisting on the investigation and top planning,using the mechanism construction as the first method and the technology next.Secondly,this paper suggests to investigate the conduction of government departments,focus on the informatization project technical demonstration.Thirdly,extending the applications of “government cloud” and “cloud terminal”,taking advantage of the big data cloud computing technology to “force” the government departments to share the data resources.Finally,this paper proposes to strengthen the government system construction,improve the funding system and vigorously promote the development of big data trading center.The conclusion of this paper is mainly based on the data sharing of a county government,but it also has the universal significance for the governments at all levels to promote the department data sharing.
