Central political system is the brain of the country’s political system; the relationship between central and local political system is the spine of the country. As a local state secondary system of the Community, its governance system and the modernization of governance is to enhance local competitiveness and promote local sustainable development is an Chinese social development of local competition and regionalization issues by political philosophy way.The first chapter content from the modern perspective of local politics or local governance
