When the word "globalization" is accepted in every corner of the world, it is necessary to distinguish globalization and regionalization practically and theoretically in order that the above-mentioned two concepts are different from each other. This article proves the impossibility of globalization from four aspects and provides China with the solutions to the so-called "globalization".In part one, the author points out that the globalization nowadays is a kind of globalization full of imbalance, and at the most, a globalization controlled by powers, a globalization leading to regionalization. In spite of the law of WTO, we are far from globalization of law. Even in the field of economy, the level of globalization varies from regions to regions. With the ever-emerging free trade areas, the. relationship between globalization and regionalization should be attached more and more importance and studied to. Generally, we are on the road of globalization. On the one hand, regionalization is still the core of transnational activities of economy and trade, on the other hand, such factors as free trade areas have brought risks to the imbalanced globalization. Regionalization is winning more and more popularity against globalization.In part two, the author gives an institutional analysis of the WTO and an overall comment on the unity and exceptions of the WTO, stressing that such exceptions as economic regionalizations will probably shake the foundation of global freedom. Exceptions are casting shadows over the WTO.In part three, the author analyzes the reasons and current situation of economic regionalization and holds that under the condition that without a uniform global economic entity, introversion-oriented regional group is a successful model for regional economy as a result of more freedom inside the region than outside the region, thus to great extent distorting the natural flow of international trade and breaking the principle of freedom in the WTO. Facts and figures show that regionalization is the starting point and ending point of globalization. Article 24 of the GATT provides the development of regional economic organization with legal protection and at the same time a certain threat to the WTO.In part four, the author gives a detailed analysis of the threat regionalization has brought to globalization, points out that the reasons why regionalization can survive is the preferential measures against WTO, especially the exceptions to MFN treatment, which is the cornerstone of the international trade and the ground of the GATT-WTO legal system. Although much attention has already paid to them, experts shall focus more on those exceptions.In part five, the author puts forward his strategies China should take in a regionalized international community. In his view, there are three choices for China:1. China-ASEAN Free Trade Area;2. Mainland China-HongKong-Macao-Taiwan Free Trade Aera;3. China-Japan-Korea Free Trade Aera.
