Research On China’s High-Speed Railway Investment’s Strategic Management

This dissertation briefly describes the high-speed railway (HSR) construction overview in the world and China, elaborates the enhancing role of HSR on the macro economy, the local economy and the existing railway capacity; On the basis of strategic management theory, it briefly discusses strategic management theory’s application on project management and project portfolio management, and studies the following fields of China’s HSR investment strategic management:The impact of HSR on the city is mainly reflected in the improvement of spatial accessibility, and spatial accessibility indicators are compared, analyzed and modified, which are applied to Shi-Wu PDL, with the conclusion that the modifications are reasonable and necessary.On the basis of the construction project risk management theory, the approach of multi-dimensional risk analysis of HSR is raised, which analyzing through the dimension of lifecycle, management dimension and investment risk nature dimension.About the sustainability of China’s HSR investment, firstly it discusses the issue of sustainability, the reasonable space of liabilities and solution action on national level, then summarizes the types and sources of funds of local investment platform, analyzes the investment risk, operational risk, cooperation risk factors, and appropriates risk responding measures of local investment platform.The dissertation discusses Agent System’s application in China’s HSR construction projects, specifically the operational mode, the legal status and position of agent unit.It takes the application of Comprehensive planning management system in a HSR investment corporation as an example to interpret the operation of comprehensive planning management system and some issues which should be noticed. Then, it studies the HSR projects land acquisition and demolition budget control, and compares the structure design of bridge and interval roadbed in China’s HSR.Finally, it summaries the research, and pointes out the defects of the study and further research directions.
