Study Of The Evaluation Index System On High Speed Railway Project

Railway transportation is the main part of the transportation in China and it plays an important role in supporting and guaranteeing the development of China's economy. In the 21 st century, the railway transportation industry continues to develop prosperously in China, especially the high-speed railway projects. They are showing strong growth momentum, a number of high-speed railway lines having been put into operation, a large number of projects being constructed, and the development is also accelerating. Because of its huge investment and wide implications in both of economy and society, evaluations need to be carried out in order to promote the healthy development of the high-speed railway projects, check the completion of its investment objectives, summarize lessons and improve the management of high-speed railway projects. However, the reality is that the research on the high-speed railway project evaluation is less. And relatively mature evaluation system has not come into being. Therefore, the design and construct of the evaluation index in the evaluation system is quite urgent and it will help carry out the work of evaluation.This thesis is based on this background and purpose, trying to combine the characteristics of high-speed railway construction project to build a complete high-speed railway project's index system of evaluation. On the basis of defining the scope of relevant concepts, the author constructs the index system of the high-speed railway project evaluation form the aspects of process, economic benefits, impact, and sustainability. The index system is optimized by further statistical analysis. Then thesis combines the theory and practice, applying the index system to the first high-speed railway project's evaluation, and operation and test are made on the index system constructed in this thesis.
