Study On Performance Evaluation Of Standardization Strategy For Construction Enterprises

Nowadays it is fashionable to mention standard and standardization, and ISO Standards and Certification are adopted for practice widely. However, there are not so many enterprises that will be standardized entirely, or some enterprises will be selectively standardized. The reasons that many enterprises will conduct ISO certification is that they will just gain acceptance. Weak standardization has resulted in many counterfeit products in Chinese social and economic life. Therefore, backward philosophy, imperfect enterprise standard system, low management, the shortage of talent, certification formalism, etc. all of these are major problems for Chinese enterprises.Construction is a major section in economy and highly related to the everyday lives. Though being highly regulated and adopted many engineering construction standards in construction industry, Chinese construction enterprises are faced many problems such as low management and standardization, traditional antiquated construction styles, low efficiency and quality, safety, and innovation, thus there is an urgent need to implement standardization strategy.Existing analysis of standardization on enterprise’s competitiveness is still at the rudimentary stage. Other issues include that, how to select an enterprise’s standardization strategy is dependent on only one or two variables, and what’s more, there is seldom analysis for strategic appraisal, in particular standardization strategic appraisal, and construction enterprise standardization strategy. Therefore, this study focuses on the topics such as standardization on enterprise’s competitiveness, standardization strategy choice and implementation under many variables circumstances, and the evaluation of standardization strategic performance.Standard has many attributes and standardization promotes enterprise’s competitiveness from many aspects. Economic roles of standard include promotion coordination, and reducing transaction costs, overcoming lemon market, providing measurement, and promotion trade. For enterprises, standard will be a measure to performance, promote innovation, reduce costs, improve external relationship, and provide an opportunity to monopolize the market combined with enterprises’ intellectual property (IP).After being analyzed the mechanism of standardization on enterprise competitiveness, this study carefully discusses the selection, implementation and performance evaluation of construction enterprise standardization strategy, and then concludes that: 1. Standardization will greatly promote management and competitiveness for construction enterprises.2. There are many models and instruments for construction enterprise standardization strategy. Influences of external environmental factors on standardization selection are industrial backgrounds and technology, regulations, related industries, and rivals. Internal factors are enterprise’s resources and capacity. Then we can classify enterprise standardization strategy into five stages:introduction, starting, follow-up, development, and overtaking, and each stage will be possessed of its own characteristics and strategic tools.3. Implementation performance of construction enterprise standardization strategy should be measured validly. This study develops an evaluation system and makes it testified by case study. The evaluation model is based on the knowledge of many subjects such as principle of standardization, project management, strategic management, enterprise standard system, quality management, enterprise maturity, and balance scorecard, etc.4. Implementation of construction enterprise standardization strategy should be based on process method, continuously improved, and other philosophy, such as leadership, involvement, system thinking.Innovations in this study include:1. Carefully discuss the mechanism of standard and standardization on enterprise competitiveness.2. Study the selection model and instruments for construction enterprise standardization strategy.3. Construct a model for performance evaluation of construction enterprise standardization strategy.Finally, this study suggests:Governments should improve standardization system and execute strictly, and improve technical regulations and intellectual property laws, and make standardization publicity and informationization.Enterprises should be aware of the importance of standardization, and then construct their own standard system, participate in the formulation of standard, select a suitable standardization strategy and improve continuously.
