Research On Policy Implementation Performance Evaluation Of Sichuan An Yue Lemon Industry Standardization

At present, the agricultural standardization has attracted the world’s attention and promotion becoming an important means in worldwide countries to develop modern agriculture and agricultural international competitiveness. The government formulates policy to promote standardization in our country in the1990s. Sichuan province begin to pay close attention to agricultural standardization in1997, and enacted the "The model village agricultural standardization management method" in2001. At the same time, An Yue county issues policy about the planting of lemon standardization. Under this background evaluation on the performance of standardization policy of the lemon industry in the An Yue county is not only beneficial to establish the performance evaluation of policy implementation of theory system, but also can through evaluation pointed out the difficult point in policy implementation.The research contents of this study include the following several parts:The first chapter, introduction, which expounded the overall structure and research ideas of the whole study; The second chapter, theory foundation, analyzed the main contents of Institutional economics theory, public goods theory and new public service theory and their enlightenment to this study; In the third chapter, Research policy implementation status of the lemon industry standardization; In the fourth chapter, we empirical analyzed the policy performance of Lemon industry standardization. In chapter5, research the problems of industry standardization policy performance. The sixth chapter proposed countermeasures for the problems of An yue lemon industry standardization policy.The main research conclusions are as follows:(1)The industry development,advantage in competition and the support from policy have low performance in the research than benefit of project; The subsidy and platform have low performance than other secondary index.(2) The propulsion mechanism of lemon standardized and implementation of the system also needs to be further improved.(3) Government mainly focus on specialized organizations and company, but not for farmers.(4) Policy implementation is not good.(5) Farmers insufficient understanding of standardization.(6) Farmers insufficient understanding of standardization policy.Finally, this paper puts forward the following countermeasures:Firstly, make a better subsidy system, and make a better policy to lead the industry, for example implementation of the agricultural insurance system. Secondly, Pay much attention to social benefits and protect the environment. Like to increase training for farmers, hire more professional and technical personnel. Thirdly, improve the lemon industry chain to develop better than ever. Enlarge the scale of lemon standardization production and encourage enterprises to realize the independent research and development. Lastly, make a world brand and build a high level of platform. Policy should pay more attention to brand building, build more platform to support large enterprises, as well as to save small and medium-sized enterprises.
