Theory And Practice Of Quality Strategy Of Using The New Urban Development Area Implement

In December2011, the Guangzhou Municipal secretary, Mr. Wanqingliang, gave a speech with the title of "For the happiness of Guangzhou People", on the third plenary session of the tenth Guangzhou municipal committee. He pointed out the challenging object that we will carry out a comprehensive new urbanization to make Guangzhou to become the first city of comprehensive well-off society through5years of efforts. Though the new urbanization contains many contents related to all aspects of urban management, to increase the quality and level of urbanization is the goal and direction of the new urbanization.And there are almost no theory and practice of local new urbanization by increasing the district economic by quality. In this thesis, Panyu District is taken as an example to research further the theory and practice of increasing the district economic by quality strategy. So the research is both of epochal significance and practical.New urbanization is a new concept, and till now there are no relating information of new urbanization and strategy of improving district’s economic by quality both at home and abroad. There are almost no relating theory and practice. But their essential core and connotation of development are similar to the theory and practice of sustainable development of foreign industrialization and urbanization. In the essay, some aspects are summarized, such as the definition of urbanization, main theory of industrialization, foreign research of urbanization and industrialization development, urban and sustainable development theory, research and theory of foreign scholars on the city’s new development, etc. Then, around new industrialization and new urbanization theory of our country, following theories are given, such as, basic connotation of the new-type industrialization, relationships between industrialization and the research of new industrialization, new urbanization and new industrialization, new urbanization and strategy of improving district’s economic by quality. Meanwhile, three stages of quality management development are introduces. They are quality testing stage, statistical quality control stage, and general quality management stage. Some foreign classic quality management theories are also introduced, such as Taylor’s scientific management theory, Zhu’s three quality stages, General quality management of Feigenbaum, Crosby’s zero-defect quality management,14regulations of Deming quality management, and quality system management, quality management, macro-management mode, etc. After above description, enough information of foreign and domestic relating research is got. Combining my practicing, some blanks of research aspects are found. All these effectively increased the significance and value of this research work.In recent years, with the our socio-economic development and the improvement of people’s living levels and a series of problems relating quality and safety to issue, the sense of quality has been gradually accepted by the public, from national to local and from the government to the people. Quality will make our nation stronger, make our province stronger, make our city stronger, and make our district stronger, so quality strategy has become the important work of the government. And all levels of government have also published a series of regulations and encouraging policies to support the quality strategy to carry out.During the research, according to current policy system and target of Panyu District, considering local situation, in order to get more comprehensive understanding and knowledge of its general information and results of the strategy of improving Panyu District’s economic by quality, following six aspects are checked:institutional mechanisms, quality of products, quality of engineering, quality of service, environmental quality and special work. According to the performance evaluation, it can be seen that though the strategy of improving Panyu District’s economic by quality takes a key part of city development and industrial transformation, due to the effects of awareness, technique, economic and other factors, there are also some bottlenecks left which decrease the improving of Panyu District’s quality level. The main problems are relating to government policy, capital investment, efforts to promote by government and enterprises, social organizations, quality management personnel. Finally following measurements are suggested to encourage city development of Panyu District:to improve the policy system, to increase the capital investment, to create company’s own market by multipath, to make the full use of social organization, to pay more attention to quality and standardization personnel training and to establish a comprehensive long-term mechanism of supervision and management services. In a word, by combing the strategy of improving Panyu District’s economic by quality and new urbanization, their relationship of exciting each other is found and some measurements are suggested. All these have important practicalIt can be said that the implementation of the quality strategy of strong district with new urban development in close connection with, find each other mutually reinforcing relationship and initiatives, of Panyu District social and economic development has important practical significance to the economic development of Panyu District.
