In today’s world with the deepening of regional economic integration, the international division of labor gradually refined. Any one country you want to target is impossible to achieve maximum benefits only through its own resources. Only to actively join the international cooperation, the various factors of production in full flow, in order to achieve the optimal allocation of resources between countries. Still in agriculture, in the context of economic globalization, strengthening the agricultural regional cooperation has become an important way for national economic development. Russia and China are linked by common mountains and rivers, not only geographically adjacent; there is a strong complementarity and cooperation. With unique conditions for regional cooperation, complementary analysis of the main line of this article as the most important features of the agricultural cooperation between the two countries is clear, through the analysis of the comparative advantage of the various factors in the agricultural areas of the two sides, the direction of flow of the elements of the bilateral agricultural cooperation, and cooperation now effectively feasible recommendations, which is of great significance for the promotion of agricultural cooperation between the two countries.This article is based on the Sino-Russian Cooperation on Agriculture Research and analysis of agricultural cooperation between the two countries from a complementary perspective. Reference to Marxist economics principle proved feasible a high degree of Sino-Russian Cooperation on Agriculture, and normative analysis of the feasibility of cooperation confirmed the above conclusion. Find the problems which exist in the analysis of the status quo of agricultural cooperation between the two countries, in order to solve these problems; this paper draws on the historical experience of the international agricultural cooperation, thus the comparison and selection of the mode. And normative analysis and empirical analysis of factors of production and trade in agricultural products to the method of combining complementary cooperation, comprehensive and systematic analysis of the agricultural cooperation between China and Russia. The effects brought about by the agricultural cooperation between China and Russia, were analyzed from three aspects of economic, social and ecological. Finally, the expansion and.deepening strategy of the agricultural cooperation between China and Russia was proposed.The departure from the theoretical research of many scholars, the Sino-Russian agricultural cooperation between the two countries can strengthen the international division of labor, and each other scarce elements required for the introduction of their own, to vigorously improve the agricultural productivity of the two countries, the promotion of agricultural modernization. In addition, through the introduction of a SWOT analysis, found that the lack of competitiveness of China’s basic factors of production rather obvious advantages of factors of production in Russia.Analysing the current situation of the agricultural cooperation between China and Russia, this article thoroughtly studied three different aspects of the cooperation:cooperation in production process, agricultural science and technology cooperation as well as agricultural trade cooperation, and then found that Sino-Russian agriculture cooperation is still in a low level.The cooperation was still in a small scale and was commenly achieved by spontaneous, which did not meet on the level of cooperation as the two big countries in the world should have. On this basis, the paper raised five issues related to the Sino-Russian agriculture cooperation. After studying the cooperation between China and the United States, Israel and the ASEAN in labor area, scientific and technological area and agriculture trade area, this article found a series of mode that could support Sino-Russian cooperation. Among those ones, complementary cooperation model is the most suitable mode of bilateral agricultural cooperation.The paper carried out a detailed analysis on the inputs of the four main elements of the agricultural cooperation between China and Russia and the international movement, which made us understood the important degree of the elements of a particular aspect of cooperation between the two countries:Russia had a comparative advantage in land elements and technology elements, and China occupied a large comparative advantage in labor factor. We must pay much attetion to that two of us don’t have complementarity in capital area. China and Russia in the level of its technological development and direction are not consistent, which objectively led to scientific and technological potential difference and technology gradient. Because of the difference and gradient, the two countries had been provided a broad space for development. Meanwhile, the paper also analysed agricultural trade cooperation in the agricultural cooperation between China and Russia in detail. While Russia had some of the policy barriers that hinder agricultural cooperation between the two countries to protect their agricultural development set, with its accession to the WTO, these measures will be phased out, and then the environment for cooperation between the two countries would gradually loose.Through quantitative model analysis we could find that trade between the two countries are highly complementary. By outputting stable and lasting superior products to each other the two countries would achieve complementary cooperation in agricultural trade. The farmers’co-operation between the two countries will be an extremely important part of the agricultural cooperation between China and Russia, which has good prospects.Sino-Russian agricultural complementary cooperation between the two countries could bring great benefits for both of them. The paper introduced the benefit of agricultural cooperation between China and Russia from three aspects of the social, economic, ecological effects. The agricultural cooperation between the two countries benefited the social and ecological aspects of the two countries while stimulated the economy. Through the establishment of Sino-Russian bilateral interests’assigned game model, the paper studied the distribution of benefits.Based on the existing problems in Sino-Russian agricultural cooperation, the paper proposed the expansion and deepening of the strategic thinking of the agricultural cooperation between China and Russia, according to the Sino-Russian agricultural resources complementary strengths. This article proposed four-level policy recommendations on the national level:mutual trust, long-term cooperation strategy, legal and service system of agricultural cooperation between the two countries. Introduction of technology and conversion of achievement are considered to be important. This paper presents a number of feasible suggestions to deal with how to do labor cooperation and financial cooperation. Macro relevant suggestions and micro ones are given.Many linked elements involved in Sino-Russian agricultural cooperation. So applying the research achievements directly Sis unscientific. In existing research, a systematic study of the elements of the Sino-Russian Cooperation on Agriculture is relatively rare, and complementary characteristics of the agricultural cooperation is needed for deep analysis and empirical research, which could provide theoretical guidance for Sino-Russian agricultural cooperation.
