Research On Industrial Aggregation Of Valley Economic Belt

With important development space in China’s economy, valley economy is a majorgrowth point of the national economy. Building up valley economic belt is the importantaxes to promote the western, central and eastern regions‘cooperation and to realizeregional economic development, for most rivers in China are east-west extension anddeveloping areas mostly located in the upper reaches of the rivers. Therefore, it has greatsignificance to study the development model, formation mechanism and influencingfactors about industrial aggregation of valley economic belt, to realize industrialaggregation and promote industrial upgrade. This paper tries to probe into industrialaggregation of valley economic belt as the main research line from the theoretical andempirical levels.Firstly, the paper discusses features of industrial aggregation of valley economic beltand summarizes inspirations on promotion industry aggregation path by valleyexploitation, combinating research on valley economic development modes andexperience both at home and abroad. Based on valley economic belt features, it discussespromotion mechanism and development types about industrial aggregation of valleyeconomic belt. To reveal the formation ways and mechanism of valley industrialaggregation, it discusses the causes, conditions and modes of industrial transfer andindustrial cluster fusion. Secondly, from coordination mechanism perspective, researchingon formation safeguard mechanism of valley industrial aggregation, the paper putsforward countermeasures on perfecting coordination mechanism. By using relatedindustrial aggregation theories, it analyzes the influencing factors and index system ofvalley economic belt industrial aggregation. Lastly, taking West River Economic Belt inGuangxi as a case, this paper analyzes the present status, influencing factors‘degree andexisting problems of industrial aggregation, and proposes related suggestions.Based on the above research work, this article sums up the following mainconclusions. (1) Valley industrial aggregation follows the rules of regional industrial development,but it has more development characters than the common regions, such as combinationexploitation of industries and rivers, ports are the important industrial cluster nodes, agreater dependence on natural resources, higher overall requirements on industrialdistribution, even more crucial valley ecological coordination, etc. In both at home andabroad typical rivers valley economic zone, there are so many significant developmentmodels, based on these successful development experience, we can summarize thedevelopment models of valley economic belt industrial aggregation, revealing thefollowing features: exploitating river resources in a deep degree, exerting overalldevelopment benefits, arranging industries along the river, intensifying point-axis linkagesupport, enhancing valley governance coordination, combinating development withopening up, adhering to coordination linkage principles, and focusing on ecologicalenvironmental protection.(2) Good resources and environmental conditions, which are important factorsinfluencing regional competition, have played a more prominent role in industrialaggregation. Promotion mechanisms of valley economic belt industrial aggregationincluding interaction mechanism between industries and markets, promotion mechanismof industrial transfer, self-organized mechanism of industrial clusters and thegovernment-led drive mechanism. Development types of industrial aggregation includinglow-lying cost, resources-developing, markets-creating and government-led. In the trendof the Area Labor Division, industrial transfer and industrial clusters are important ways toform the valley industrial aggregation. There out, this paper analyzes the conditions for thevalley economic belts to undertake industry transfer and cultivate industry cluster fusion.Ithas following conclusions, combination advantage, combining valley economic belts withlow cost labor with industry supporting conditions, can accelerate mature conditions ofindustrial aggregation; system innovations of national macro-lead, industrial aggregationpolicy design, and market reform, can help fusion development between industry transferand industry clusters; the formation of industrial aggregation, which needs support ofspecific resources environment bearing capacity, has a close relation with local natural environment and resources status.(3) By referring to theory research on relevant effect factors of industrial aggregation,combining development needs of valley economic belt to undertake industry transfer, thispaper summarizes main factors influencing industrial aggregation of valley economic belt,including government support, industry chain supporting conditions, human resources,innovative environment, social capital, and service system six dimensions. According torelated documents, this paper constructs influencing factors models of industrialaggregation in valley economic belt, including16main factors indexes: System supply,public goods supply, market environment maintenance, integrity and correlation of theindustry chain, rational professional division of labor and cooperation, total amount ofhuman resources, quality of human resources, human resources costs, knowledge sharing,new enterprise derivation mechanism, learning and innovation capacity of enterprises,industry–university-institute cooperation, entrepreneurs resources, network partnership,infrastructure systems and professional services.(4) Coordination mechanism is an organization run mode to ensure harmonious andorderly development of valley economic belt, to guide reasonable industrial layout ineconomic belt, to boost industrial clusters development. As new developing areas,economic belts are not yet perfect in terms of coordinating organs, coordinating means,and its coordination capacity needs to be further enhanced. In future, regional coordinationmechanisms will be developed into a standardized, systematic and legalized construction.Therefor, this paper has the following proposals: to elevate regional development concepts,to establish effective benefit coordination and compensation mechanisms, to improvecoordination mechanisms operating organization system, to strengthen coordinationfunction of regional planning, to enhance the role of system-building for regionalharmonious development, to perfect cooperation and communication mechanisms.(5) West River Economic Belt is a typical valley economic belt. Its regional planningscope including Liuzhou, Wuzhou, Guangxi, Guilin, Yulin, Guigang, Laibin and Hezhou7important cities,which is the forefront zone undertaking industrial transfer of the PearlRiver Delta in Western Area. In recent years, the economic situation of industrial aggregation in West River Economic Belt has been better, and much more developmentopportunities are offered there. In this paper, the empirical research tools, used by themajor parts in West River Economic Belt to evaluate the cognition degree on regionalindustrial aggregation effect factors. The research shows that the index system, designedin this paper, has influenced valley economic belt industrial aggregation greatly.Enterprises and administrative departments agreed upon significance of some indexfactors, such as innovative environment, industry chain supporting system andgovernment services. By analyzing whether index factors power and actual performanceare well matched, improving awareness of no match regional factors, this paper points outexisting problems of industrial aggregation in West River Economic Belt, and proposesmeasures to solve them. They are the following ones, strengthening regionalorganizations‘guidance to set up organization system of industrial development,formulating industrial strategy program to perfect industry chain prolongation; deepeningsystem and mechanisms reform to promote regional industry aggregation development,enhancing regional overall coordination to perfect industry transfer coordinationmechanism; upgrading the status of enterprises‘innovation to promote their independentinnovation capability, amplifying public service system to optimize the industrialaggregation services environment, implementing talent strategies to gain advanceddevelopment of industrial clusters.
