As a new form of current industrial organization, industrial cluster with its sustaining advantages, attracts attention of many countries and regions. All countries, whether developed countries or developing ones, adopt this cluster strategy to build centralized industrial region with the purpose of maintaining competitive advantages. This paper, by exploring internal mechanism of cluster and economic rules of high-tech based on the latest cluster theory, intends to provide some suggestions to the development of high-tech industrial region.The photoelectron industry, as the growing high-tech industry, plays an important role in a country's economy, science and national defense. The Wuhan optical valley has its superiority in talented personnel and science and technology support. It is of great importance to take the advantages to prompt Wuhan's as well as our nation's advancement. This article will look into the formation of Wuhan optical valley, discuss its success and challenges, and hopefully provide theoretical guidance to its development.By reviewing the relevant literature both home and abroad, the researcher clarifies the concept of industrial cluster. He also analyses its formation and its relations with organization innovation, technical innovation, the system innovation. Based on the studying of American silicon valley and Chinese Zhongguancun Village, this article puts forth the goal and strategies of Wuhan topical valley's development, with its emphasis on the models of development and innovation. At the end of the paper, it suggests possible measures of developing optical valley industrial region from the angle of realizing government function.
