With the development of knowledge economy,modern production elements, of whichthe core is intellectual resources, has formed into the dominant force. Acceleratedtechnological innovation has been leading the economic and social development.Knowledge-based industries gradually rise as the leading industry. The proportion oftechnology-intensive and knowledge-intensive industries increased significantly, whichmakes the human resources play an increasingly prominent role in the economic and socialdevelopment of basic, strategic and decisive sides and become the first resource of theeconomic society development.The dissertation meets the significant demand for regional economic development andinnovation capacity improvement. Based on the in-depth analysis of the connotations ofhuman resources, regional economic development and innovation capacity, the dissertationanalyzes the relationship among them and detects the way one influences another. Itestablishes correlation analysis method of regional economic development and personnelstructure, correlation analysis of regional innovation capacity and personnel structure, aswell as regional economic development and personnel structure adaptation assessmentmethods. The dissertation explores the role of government in the adjustment of humanresources structure and, patterns and ways to adjust the personnel structure. Finally, takingpersonnel development in Daxing District of Beijing as an object, it studies its regionaleconomic development and personnel structure and makes proposals for restructuring talentin Daxing District of Beijing.This study is cross-disciplined, which includes economics, innovation management,demography statistics, etc. Through research and empirical analysis, it made mainly thefollowing featured research results:(1) Describes the action mechanism of human resources for the regional economy andinnovation ability. The dissertation describes the characteristics of talent, the connotation ofhuman resources, relations between personnel and human resources, human resourcesstructure formation mechanism, structure and properties of human resources and the implications of regional economic development and regional innovation capability.Furthermore, it analyzes the action mechanism of human resources for the regionaleconomy and regional innovation capability and the interaction mechanism betweenregional economic and innovation capability,(2) Proposes measurement methods of innovation capability patent based on regionaldata. In order to study the relevance between regional human resources structure andinnovation capability, the dissertation firstly established the measurement indicator systemand the methods based on patent data to quantify regional innovation capacity. Based onpatent data measure innovation capacity index system, it considers the innovation capacityfactor and builds a scientific, practical and accurate measurement indicators from fourangles which are the allocation of resources, research and development, innovation outputsand outcomes implement. It makes up the lacks of data and measuring difficulty of thetraditional innovation ability.(3) Proposes a correlation analysis method among regional economic, innovationdevelopment and personnel structure. For correlation analysis methods between regionaleconomic and personnel structure, it is difficult to establish clear function relationship. Thedissertation proposes applying gray relational analysis, which could reflect the interactionamong a number of factors, to analyze the correlation between talent agencies andeconomic development and introduces the application process in detail. Structuralindicators of talent, economic development indicators, and innovation indicators areconstructed.(4) Establishes adaptation assessment methods for regional talent structure andeconomic development. The dissertation Introduces collaborative science to establishevaluation index system and evaluation methods for the quantitative regional talentstructure and economic development suitability. The regional personnel structure andeconomic development adaptation are decomposed of the adoptions of talent investmentand scale economies, industrial talent supply and demand, human performance andeconomic benefits and achieves synergies among inputs, use and configure of the talent andeconomic output of economic systems, quality and efficiency in talent system. In theempirical study, the dissertation applies the method to do personnel structure and economic development suitability evaluation in Daxing district.(5) Carries out empirical research about innovation capacity economic and personnelstructure in Daxing District. The dissertation carries out empirical researches about humanresources and economic and innovation ability in Daxing District. Among them, it analyzesthe correlation between the human resource and innovative capacity development andhuman resources and economic development and innovation capacity adaptation areevaluated. Then the dissertation analyzes human resources problems in Daxing District.(6) Proposes a government-oriented restructuring model of human resources and thenputs forward a targeted countermeasures system. After analyzing the factors of quantity,stocks and flows and the role of government while restructuring human resources, thedissertation advises the government to reconstruct in the size structure and level of humanresources and also in the levels of strategic planning, policies and regulations and talentmarket. Furthermore, it establishes of a government-oriented human resources restructuringmode and proposes to establish human resources restructuring framework, whose aims areeconomic development and industrial planning, talent market allocation as the core and thegovernment-assisted.In short, the relevant theories and methods of regional economic development andinnovation ability development established in this dissertation owns important theoreticalsignificance for the understanding of the inherent laws of coordination of human resourcesand economic development.. Meanwhile, empirical studies of human resources,macroeconomic management and talent project construction are of practical significancefor the Daxing District.
