Three Gorges project is the world's largest water conservancy project. As its operation and management division, how to manage this world's largest project and give a satisfied answer to the people and government is an important question to TGHP. And the only answer to this question is making good use of the talent. Through effective talent development and management, the comprehensive ability of all employees on different stations would be improved. The core competencies to manage large power plant is the indispensable case to establish the global topping hydropower plant and produce clean energy continuously.According the actual situation of TGHP, this article Analyses the personnel structure of the status quo, the problems of development of human resources and the reasons to the problems, the core capacity of TGHP and the way to form the capacity. According to theoretical knowledge such as human resources management and Capacity-based management,based on the ability to staff posts, bring forward the talent development system of TGHP should be based on assessment to status capacity, advance of status capacity and capacity for sustainable development.The status capacity assessment system establish the talent development system of TGHP,based on ability building is written from ability evaluation, ability improvement and sustainable ability development. Through establishing the qualification status system and the effective method of ability evaluation, the employees know the advantages and disadvantages of theirself and the company could find the suitable person for every station.The improvement of employees is the indispensable case of company's development. The research on method of improving employee's working ability in TGHP is started from establishing characteristic training courses, bringing up training teachers and compiling teaching materials. Finally the evaluation method and result would be uploaded on ePMS—HR, the management flat. And this will be the motivation of employees and company.The continued development of the station capacity is based on the evaluation. Through improving the working ability and establishing the suitable career development system, the employees can improve their potential and play the personal value in company. A whole talent development system is formed with the evaluation, improvement and continued development of working ability. A large of operation and management talents will be brought up through the building and practice of this system. And this system will also become the strong support on development of TGHP.
