Stakeholders Communication Mechanism In Public Project

The golden age of public project investment and construction is coming in China.Public project is the foundation of social system and social production, which plays animportant role for economic sustainable development and building the harmonious society.Various stakeholders who have different needs are involved in public project. Therefore,discovering the communication mechanism is very necessary and timely for public project.This dissertation revealed the mechanisms of stakeholders communication in public project,and answered four questions on who communicate, why communicate, how tocommunicate and how to evaluate the efficiency in public project. The main researchcontents and innovations consist of:(1)Identified communicators of public project. The model of identifying stakeholderswas established using three significant characteristics those are importance, initiative andrelevance on the basis of Mitchell Scoring Model. The communicators of public projectwere divided into three categories: the core layer, the intermediate layer and the edge layerusing identification model.(2)Investigated the dynamic mechanism of communication of stakeholders. Based onthe profit-responsibility driven grid, the dissertation analyzed the communication needs andvariation regularity using indifference curve. Then, a dynamic game model of projectcommunication among communicators was established using evolutionary game theory,which would help to reveal the complex interaction communication of project stakeholders.Meanwhile, a motivation model was given on the basis of principal-agent theory, whichwas helpful for project managers to motive stakeholders and construct harmoniouscommunication relationship in public project.(3)Dissected communication process mechanism in public project. Combined with thecharacteristics of stakeholders communication, this dissertation put forward an interfacemodel of communication process. This dissertation dissected the communicationinformations, communication approaches, communication channels, communicationnetworks, and communication conflicts in public project. Taking public projects in Tianjinas examples, this dissertation analyzed influence factors of public project communicationby exploratory factor analysis. Meanwhile, structural equation modeling was led into communication research in this dissertation that was built and verified the influence path ofvarious influence factors.(4)Established the public project communication efficacy evaluation model. Accordingto investigation results, the dissertation gave public project communication evaluationindexes using principal components analysis, determined the weight of each index usingtriangular fuzzy analytic hierarchy process, and assessed communicate performance gradeusing matter element analysis method. Then, this dissertation selected a pertinent case ofpublic communication to verify that the evaluation model could appraisal public projectcommunication efficacy effectively.(5)Proposed the continuous optimization countermeasures of public projectcommunication. The purpose of science is to serve real life. This dissertation constructed acontinuous improvement model which builds the framework of public projectcommunication optimization. Based on optimization model, this dissertation put forwardcountermeasures to improve the efficiency from four aspects: communicators identifyoptimization, communication dynamic mechanism optimization, communication processoptimization and communication efficacy evaluation optimization, which could help projectteam to take proper countermeasures and improve public project communication efficacy.This dissertation constructed a framework of communication mechanism of publicproject, revealed interior rules of the project communication, expanded the research field ofcommunication management, and developed the research results in the field of projectgovernance. Meanwhile, this dissertation put forward some effective methods andcountermeasures to ease communication conflicts and upgrade communication level ofpublic project. Therefore, what this dissertation describes has great theatrical value andpractical sense.
