| The development of small and medium technological enterprises (Tech SMEs), whichare the main sources and powers for scientific and technical innovation, has beenintensified across our nation since the decision of "Building an innovative country" wasmade by our government in2006. However, during the Tech SMEs’ growing up, there aresome shortcomings like high risk, high investment, high throughput and uncertainty. Andthese can cause the Tech SMEs to a poor position, whose adjustment and change furtherrely on the government policy. So at the view of theory and reality, it is very significative tothe Tech SMEs that studying the effect of corresponding policies on their development,exploring the influencing mechanism of the policies on the Tech SMEs growth, analyzingthe role of the growth environments in the progress of growing of the Tech SMEs, andinvestigating the impact of the policies on the Tech SMEs in different developing stage.Based on the theory of the life cycle of enterprise, the influence model about the effectof corresponding policies on the Tech SMEs growth was established. Four hypotheses,which include the relationship between the policies and the Tech SMEs growth, theintermediation of the growth environments for Tech SMEs, the regulating effect about thelife cycle of enterprise, the difference between the growth environments and the Tech SMEsgrowth in the point of the control variables, were put forward. Finally, proposed hypothesisis verifiedIn general, the some main innovations and conclusions included as following:(1)The results of the growth of the Tech SMEs was replenished under the action of thepolicy. At the point of enterprise growth, the influence of the policies on the Tech SMEsgrowth was investigated through real evidences, theorized integration and improvement.The results show that the incidence of different kind of policies is not same. Fiscal andtaxation policy has the most influence, and socialized services have reverse effect on thegrowth of the Tech SMEs. It makes up the insufficient of single policy.(2)The effect of the policy on the Tech SMEs growth was characterized duringdifferent stage. Based on the studies of some researcher, the effects of the policies on theTech SMEs growth were studied in the method of grouping contrast and regression analysis.The results show that these effects were verified, and the life cycle of enterprise playdifferent role in the growing process with the effect of policies. And this is attributed to the different demand of policies during the various stages.(3)The function and manifestation of the growth environments on the process of theeffect of the policy on the Tech SMEs growth was discovered. Based on the correspondinginvestigation of the predecessors, the effect of the growth environment on enterprise growthwas explored. With the inspection of intermediation, the result shows that the policies havesome effects on the Tech SMEs growth by way of part or all elements in the surroundings.
