| The modern industrial system is one which, under influence of global economic integration and regional innovation network, gradually realizes agricultural modernization, industrial informatization and service industrial subjectization by following requirements of economic knowledge and knowledge economization, being supported by technology, talent, capital, information and other production factors, being driven by force of innovation and relying on industrial development background illustrated by good ecological environment and well-equipped basic facilities. It thus has the characteristics of innovativeness, openness, fusion, ecology, agglomeration, sustainability and dynamic adaptability, and has been an important symbol of national or regional economic development level as well as the comprehensive strength. The development of this system in Central Plain Economic Zone exposes an important strategic sense to the adjustment of regional industry structure, the improvement of regional industry system, the enhancement of the comprehensive competitiveness of regional economy as well as to make the Central Plain Economic Zone to be the pole of the country’s economic growth. Since the economic reform and open-door policy were implemented, the industry system structure of the Central Plain Economic Zone has been in continuous evolution as the institutional change going on, and has laid a solid foundation for the development of modern industrial system. But there still exists problems such as the industrial structure unreasonable, low overall efficiency and lack of competitiveness, the deeper reason is that the system environment and arrangement is not perfect, the system innovation can not adapt to the requirement of the development of industrial system. This paper, based on economic system and institutional theory, inter alia, the theory and method of regional economics, industry economics, new institutional economics, system science and management science, etc., attempts to research the modern industrial system development and system innovation problems of the Central Plain Economic Zone so as to provide certain opinions and suggestions for departments concerned in their decision-making.This paper elaborates basic concept, characteristics, development trend and structure characteristics of modern industrial system, property right theory, transaction cost theory, system equilibrium and non-equilibrium theory, system supply and demand theory and the concept and connotation of system innovation, the institutional innovation theory of Marxist political economics, the system innovation theory of westerners’ system economics and other basic theories. It analyzes the intrinsic formation mechanism of modern industrial system, holding that the formation and development of modern industrial system is a gradual process during which the innovation competition replaces the quantity competition, every step of the modern industrial system development are inseparable from the technological innovation drive directly, and the system environment has an important impact on the process of technological innovation, a good economic system can stimulate the technical innovation vigor, accelerate the formation and development of the modern industrial system, a system environment which can’t adapt to the technology innovation will suppress the technological innovation vigor, and slow down the formation and development of modern industrial system.Then the paper gives an empirical analysis to the process of the formation and development of modern industrial system in the USA, Japan, Germany, Singapore and other industrialized countries, thinking that although the development model and the main body of their modern industrial system have their own characteristics, they have one common characteristic of high-level of industrial structure, industrial organization centralization and type of industry business innovative, it is a trinity of frame structure system of "advanced manufacturing and high and new technology industry and modern service industry" in which the role of "manufacturing" and "creating" got played and they promote each other, science and technology, culture and talents support each other, advanced manufacturing and modern service industry matched and support each other, industrialization and informatization merging, together. There are five aspects of the experience in the process of formation and development of their modern industrial system:firstly, a persistent system innovation, which means that the formulation and implementation of the government industrial policy can shorten the construction cycle of modern industrial system; secondly, the development of modern industrial system is the overall ascention of industry; thirdly, the industry development pays more attention to sustainable development, and focus on coordination of resource and environment; fourthly, the leading industry of each country changed constantly with the development of industrialization, the industry upgrading gradually; fifthly, the formation of modern industrial system has two kinds of development mode, they are the innovation driven model and industrial policies leading model. It has four important enlightenments to the development of modern industrial system of the Central Plain Economic Zone:the first is that technological innovation is the direct driving force to the formation and development of modern industrial system; the second is that the system innovation is an important support to promote the modern industrial system development; the third is that the guidance of industrial policies are very important to the modern industrial system development; the fourth is that the modern industrial system is a harmonious balance industry ecosystem. Thus it proves the inherent law theory of the modern industrial system which is mentioned above.The paper also analyzes the institutional change and industrial structure evolution process of Henan province which is the main area of the Central Plain Economic Zone since the founding of the new China objectively, considering that the system change is the main strength to promote the industrial structure evolution of Henan province. Since the reform and opening-up especially after the implementation of "eleven five" plan, under the combined power of the government and market, the Henan province realized the historical transform successfully, it changes from a big agricultural province to the national important economic province, new industrial province and an influential cultural province, the modern agricultural system is formed gradually, the result of industrial structure adjustment is notable, the traditional advantage industry has been upgraded gradually, high technology and new technology industry developed fast, the scale of modern service industry is expanding continuously, the supporting capacity of the infrastructure and basic industry enhanced continuously, the industrial layout rational gradually, and it has entered the stage of the accelerated industrialization on the whole, and has formed modern industrial system in which the industry is the leading, the agricultural foundation is consolidated, service industry developed quickly and the supporting capacity of basic industry enhanced continuously, the foundation of constructing the modern industrial system is solid. But Henan province is still in the middle stage of industrialization, some issues on contradiction of harmonious development of the industrialization, the urbanization and the agricultural modernization are seriously prominent, the industrial structure is not so reasonable, the industry benefits is low and its competition ability is bad, the basic role of the the market has not played fully, the development ideas of the modern industrial system is not clear, and system innovation is not enough, and such problems have become main reasons for hindering the development of modern industrial system in Henan province.The paper gives a further study to the development strategy orientation and an overall layout of modern industrial system in the Central Plain Economic Zone, thinking that the Central Plain Economic Zone is now in the historical period of acceleration from industrialization medium-term to the later period of industrialization, and it should grasp the opportunities to make quick steps in industrial transferring both at home and abroad, in continuing implementation of central rise strategy, in supporting Henan province to build the Central Plain Economic Zone, in expanding of domestic demand, and in developing industrialization and urbanization in Henan province, while sticking to the principle of "highlighting the key, innovation, opening-up drive, fusion ascension, concentration and cluster, sustainable development, and the combination of marketing leading and government guidance", expliciting the strategy orientation of "promoting industrial to high-end and agglomeration, with the agriculture as a core and promoting it to develop with goods industry and service industry, promoting production service and service industry modernization", according to the idea of "strengthening the core, expanding the scope, improving two axis, docking surrounding, run-through the east and the west, to serve the overall interests", constructing the overall layout framework of the modern industrial system development of "one axis, two poles, three layers, four regions and five zones", to form the modern agricultural system development pattern with the combination of grain production core area, ubran agriculture area, efficient agriculture area, ecological green farm area and pilot demonstration area, the modern industrial system development layout that comply with the requirements of radial pattern,networked,based and the dislocation developed coordinated,the modern service industry development pattern with "one pole, two rounds, four zones and many areas", so as to optimize the modern industrial system development layout.This paper uses the basic theory of regional economics leading industry, determines the leading industry of modern agriculture system, modern industrial system, modern service industry and modern basic industry, and then constructs the main frame of modern industrial system of the Central Plain Economic Zone. A modern agricultural system should put a premium on the construction of the core area of grain production, the optimize development of modern animal stock farming, the rapid expansion of special and efficient agriculture, the effective development of green agriculture and biological agriculture. The modern industrial system should focus on the strength of six big growth industry including car, electronic information, food and other industry, the transformation and promotion of the four advantageous traditional industry including chemical, steel, nonferrous metal and spinning, and the fostering of four leading industry including new energy, new energy vehicles, biological, new material. The modern service industry system should take the development of modern logistics industry, culture industry, travel industry, financial industry and new-emerging service industry as the key point. Modern basic industry system should highlight the construction of public transportation system, modern energy supply system, water conservancy infrastructure construction system and information support system, gradually formed a modern industry development pattern that industrial division internationalization, the interior industrial differentiation, the industry drive association, the function of industry and city syncretization, the industry layout agglomeration and the development of industry ecologicalization.Finally, taking the theory of three level structure modes as the guidance and combining with the actual development of the Central Plain Economic Zone, the paper puts forward some system innovation suggestions to the development of modern industrial system of the Central Plain Economic Zone. There still exists such problems in the development of modern industry in the Central Plain Economic Zone as cultural concept backward, legal environment and system management not perfect, specific system arrangement not reach the designated position, and the system innovation should follow the three principles of the informal institutional innovation which outstand the cultural concept and humanist, the combination of government leading and microcosmic participate effectively, and the combination of reference type and self-build type. In accordance with the three level structure modes theory of system innovation, firstly, we should create a favorable innovative culture which is good to the development of modern industrial system for the Central Plain Economic Zone, gain a full understand to the basic role of the market mechanism and realize the role of the government correctly to realize the goal of informal system innovation; secondly, we should improve the legislation to promote the industry development and its coordination, strengthen the legal environment and management system innovation such as the change of government function. Furthermore, we should put the innovation and implementation to the ten aspects of system arrangement including urban and rural management system, financial system, the tax system, capital market system, talent system, science system, enterprise system and region linkage system into practice.
