The Construction Of"Hubaoyinyu" Economic Zone Modern Industrial System

Modern industry system refers to the coordination of the proportion of the threeindustries, complying with the local economic development and have certain modernelements of the industrial system. The Hubaoyinyu economic zone as national new growthpole developments of Western Development, propose the strategic concept of building"One Belt And One Road" and the new situation is economic development into the "newnormal". The modern industrial system construction is certain claim of seize thedevelopment opportunities.This paper is under the background of rapid economic growth, combining theory withempirical analysis, applying qualitative and quantitative analysis, the Hubaoyinyueconomic zone development condition as the research object. Firstly, it reviews thedomestic and foreign scholars’ researches for the modern industrial system、regionaleconomic integration and economic zone development. Secondly, using the ProductionEfficiency and the Index of Revealed Comparative Advantage as the study objects. Theanalysis between the economic zone’s three industries and intra industry, come to aconclusion that the second industry occupy the dominant position, has comparativeadvantage in the whole coutry and heavy industry overweighted, First and third industry’sdevelopment drop behind and unbalanced. Thirdly, using Location Quotient and GreyCorrelation Analysis to find out the problems in the industrial structure and determine theleading industries. The Location Quotient results show that in the economic zone, thecomparative advantage of first industry is decreasing, second industry is rasing and thirdindustry is fluctuating. The Location Quotient results show that second industry has themaximum correlation.Next, select specific industries as the research objects, determiningthe leading industries to build the modern industrial system by Grey correlation analysis.The results are that agriculture,animal husbandry of first industry,coal,chemical, metallurgy,power, equipment manufacturing of second industry, transportation and warehousing areleading industries. Last, focusing on the problems such as: low industrialization of economic zonehusbandry, the serious phenomenon of industrial homogenization, high resourcedependence, third industry drop behind and so on. Make recommendations like pushing onhusbandry industrialization management, developing advanced industries, expandingmodern service industry, transforming government functions and so forth.
