The oil-gas recovery enterprises are as the enterprise form of oil company businessmodel, and the economic benefits is still one of the key goals of its pursuit. Therefore,how to ensure the steady output and realize the optimal return of the resources into at thesame time is the important goal of the oil-gas recovery enterprises’ production andoperation management.The paper takes ocean oil production plant that belongs to Shengli Oilfield as theresearch object, and focuses on the study of the production and operation managementperformance evaluation status. This paper mainly faces to the entire process of ocean oilproduction plant’s production and operation management, establishes the performanceevaluation system of the oil-gas recovery enterprises’ production and operationmanagement which has the comparison of lateral and longitudinal analysis function, andevaluates the current situation of ocean oil production plant’s production and operationmanagement performance, then points out the ability level at the present. On this basis,this paper further clarifies the advantages and disadvantages of its production andoperation management, and points out the direction of future development and potentialspace. We can say, for ocean oil production plant as the representative of the oil-gasrecovery enterprises in production and operation management performance evaluation,so that it can fully understand the current development situation, the objective evaluation of its production and operating management level, in order to realize the sustainabledevelopment in the future and lay a solid foundation, but also for other oil and gasproduction enterprise production management experience.The research mainly consists of two parts, including performance evaluation systemconstruction of the oil-gas recovery enterprises’ production and operation managementand the empirical analysis of ocean oil production plant’s production and operationmanagement performance. The performance evaluation system construction can bedivided into two parts, including performance evaluation index system construction ofthe oil-gas recovery enterprises’ production and the selection of performance modelsystem. The performance evaluation index system construction mainly takes the oil-gasrecovery enterprises’ production and operation management as a continuous systemprocess established a comprehensive and multi-level evaluation index system. Theperformance evaluation index selection includes not only the results of operationindicators, also includes the production and running quality.By using parallel comparison of six general performance evaluation methods, i.e. AHP,TOPSIS, PCA, Grey Correlation, Fuzzy Comprehensive Evaluation and DEA, andcombing the characteristics of running in Haiyang oil-producing firm, DEA wasidentified as perfoemance evaluation methodology in this paper and the correspondingevaluation flow fram was identified too. To realize totally rank of DMUs, cross-efficiency DEA models were applied, especially included tolerant cross-efficiency DEAmodel and aggressive cross-efficiency DEA model, which will be the foundation forfurther empirical analysis. On the basis of the performance evaluation system of the oil-gas recovery enterprises’ production and operation management and combined with theactual situation and survey data of ocean oil production plant’s production and operationmanagement, empirical analysis carries on each evaluation to the managementperformance. According to the performance evaluation relusts, this paper can sort the decision making unit (object), and through the ocean oil production plant with thebenchmark enterprises formed a frontier projection analysis, provides decision-makingreference for the future production and management of ocean oil production plant.Moreover, we chose Xianhe oil-producing firm as benchmark for other10oil-producingfirms because of its outstanding perfomance level. By using the data from2005to2011,we comparied the performance development between Haiyang oil-producing firm andXianhe oil-producing firm in the view of time series. Through comparsion and analysisbetween the two companies, we can get the improving information of Haiyang oil-producing firm. At last, the corresponding measures for improving Haiyang oil-producing firm’s running performance was proposed based on evaluation results andcompany’s traits.
