Study Of Different Food Production Organization's Operation And Efficiency In Heilongjiang Province

The communist party of China(CPC)reported put forward the strategy of rural revitalization and clarified the strategic direction for accelerating the development of agricultural and rural areas.Heilongjiang province,as the first major province of commodity grain,which is not only the ballast to guarantee the food security of our country,but also the vanguard of the development of agricultural modernization.Research on traditional farmers and new operators concentrates on the operation mechanism.The paper puts forward policy suggestions to promote the efficiency of food production organization in the mutual cooperation,which not only enriches the theory of characteristic agriculture economy,but also provides references for building innovative agricultural management system in heilongjiang province.The literatures at home and abroad on the agricultural organizations and agricultural production efficiency are combed carefully,which expounds the process of the evolution of agriculture organization in different stages.Grain production status are expounded including the output of grain size,grain production organization and land circulation situation in heilongjiang province.The paper analyzed behavior characteristics including production decisions,agricultural materials procurement,field management and food sales of the traditional farmers,grain large family,the family farms and farmers' professional co-operatives.We got that the form of production and business operation are from dispersed gradually towards the joint,the division of labor has been continuously improved.,technology application level enhances unceasingly,external transaction costs are falling.,economies of scale continue to grow.,supervision costs increase gradually,risk management behavior is constantly improved from the traditional farmers,grain large family,the family farms to farmers' professional co-operatives.The efficiency of different grain production organizations was measured with the three-stage DEA model,and the results were ranked by the comprehensive efficiency: farmers' professional cooperatives,family farms,large grain farmers and traditional farmers;Ranking of technical efficiency: farmers' professional cooperatives,family farms,traditional farmers and large grain farmers;Ranking of scale efficiency: farmers professional cooperatives,family farms,large grain farmers,traditional farmers.Based on the above analysis,conclusions are the comprehensive efficiency of professional cooperatives is highest,farmers' professionalco-operatives are beneficial for improving small farmers' income through service supply,stock cooperation,which drives farmers to achieve modernization of agricultural production and improves organizational degree of farmers.The traditional peasant households have the advantage of intensive cultivation,and the development of traditional farmers cannot be ignored.Large grain farmers and family farms are effective carriers of land scale management.The paper put forward suggestions promoting the efficiency of grain production organization,including full cover special favorable policies,playing the advantage of different grain production,strengthen the supervision of different grain production organization and encouraging the joint between different food production organization.This paper aims at using industrial organization theory to qualitative and quantitative analysis of the process of grain production organization for four types of agricultural production from the angle of organization operation and calculation efficiency.The efficiencies of organization are compared with three-stage DEA model and the reasons of organization efficiency loss are analyzed.It is an innovative attempt to explore the policy recommendations for efficient development of organizations in the field of agricultural organization.
