High-tech SME is the most active innovation force, the booster and stabilizer of thesociety, the main channel for employment opportunity creation and the important backingfor the economic development of the whole society. Studies are made in this papercentering on issues related to "the internal and external conditions for high-tech SMEs’self-dependent innovations". The dynamic mechanism as well as the internal and externalconditions for high-tech SMEs’ self-dependent innovation are discussed; and empiricalstudy is also made by taking Shenzhen as an example to test and demonstrate assumptionsconcerning the rationality and relationship of the content system related to high-techSMEs’ internal conditions and external conditions built in this paper.High-tech SMEs gain increasingly higher status in social stratum structure as theircontributions to the national economy and innovation system being greater and greater. Itis an issue concerned about by the government, academic interests and practice field ashow to enhance the self-dependent innovation capabilities and performance of high-techSMEs through the improvement of the relevant internal and external conditions. This isalso the core of this paper.Firstly, concepts such as high-tech SMEs and self-dependent innovation are clarifiedin this paper. Issues such as high-tech SMEs’ status in the economy and society of ourcountry, the current development situation and challenges of high-tech SMEs are analyzedwith the combination of relevant data. Meanwhile, the relevant domestic and internationalreferences concerning high-tech SMEs’ self-dependent innovation are sorted out andreviewed. The purpose, significance, technical route, innovation highlights and the basictheory backing the studies made in this paper are specified.The condition system research part is to primarily reveal the major content system ofinternal and external conditions required for self-dependent innovation through studies onsuch inherent mechanisms as the key factors, momentum and capabilities of SMEs’self-dependent innovation.The internal conditions revealed in the internal condition research part mainly includethe competence and innovation capability conditions of research staff, the entrepreneurship conditions and innovative culture conditions, etc. of high-tech SMEs.Besides, in combination with the data analysis of status survey of research staff’s workingand living quality, the incidence relation between working and living quality and theenhancement of research staff’s innovation capability is made clear and countermeasuresand recommendation on the improvement of working and living quality management areput forward.In the external condition research part, the external conditions constructed in thispaper incorporate industrial cluster environment condition, policy and legal systemcondition, social innovation culture condition, financing condition and socialintermediaries’ service condition, etc. The studies on industrial cluster environmentcondition are mainly set about from the perspectives of favorable interaction andheterogeneous interaction and their impact on high-tech SMEs’ self-dependent innovationis analyzed; the deficiency and improvement approaches on the policy and legal systemsfor SMEs in China are discussed while proceeding from the actual experience of the U.S.in this regard. The interactive relationship between social innovation culture andself-dependent innovation is probed into and countermeasures and recommendations forthe development of self-dependent innovation applied to high-tech SMEs are put forward;the financing condition part focuses on the studies on the interactive mechanism betweencapital and self-dependent innovation as well as on the financing availability. In addition,the capital sources and channels backing the self-dependent innovation of high-tech SMEsare sorted out; the social intermediaries’ service is discussed on the basis of three chaintypes, i.e. the capital chain, knowledge chain and technology chain.In the empirical study part, empirical studies suggest that the internal conditions andexternal conditions for high-tech SMEs’ self-dependent innovation are positivelycorrelated and closely linked with innovation performance; the effect produced by mostexternal conditions on innovation performance via internal conditions is also very obvious.Thus, it has confirmed the rationality of the content system of internal conditions andexternal conditions for high-tech SMEs’ self-dependent innovation constructed in thispaper and has tested the relevant assumption concerning the interactive relationshipbetween the two. Lastly, relevant countermeasures and recommendation on how to improve andoptimize the internal and external conditions for high-tech SMEs are put forward in thispaper. On the one hand, high-tech SMEs should attach great importance to theconstruction and improvement of their own internal conditions, especially theimprovement of internal conditions related to HR and should enhance their owncapabilities in innovation in order to perform self-dependent innovation; and on the other,they should adapt to external environment conditions actively and try to find solutions fortheir own development opportunities by "drawing on advantages and avoidingdisadvantages". The major provider of external conditions (the government) should attachgreat importance to the development of high-tech SMEs and should make use of policyleverage to create external environment conditions in favour of the self-innovationdevelopment of high-tech SMEs.
