Study On Independent Innovation Capability Evaluation And Improvement Of High-tech SMEs

International competition is becoming increasingly fierce, innovation has become the survival and development of the key elements of business, and even a regional and countries. The rapid development of High-tech SMEs has a important strategic significance to China's national economic. The government, especially developed countries government, both to SMEs independent innovation support as a policy concern of the subject, and actively create a favorable environment for independent innovation, while exploiting the opportunities for SMEs to carry out independent innovation, and improved business and national competitiveness. In recent years, our government developed policies and adop various measures to SMEs' scientific and technological innovation. However, SMEs' innovation capacity is relatively weak, because of the lack of theoretical guidance in carrying out innovation process. The correct understanding of science and technology content of the independent innovation capability of SMEs, through the scientific evaluation of tech SMEs to grasp the effect of the work of independent innovation and the state, leading tech SMEs continuously improve their capability of independent innovation, it is urgent that we now One of the major problems to solve. Therefore, the research of independent innovation of SMEs has important practical significance.First of all, this study define technological SMEs definition based on research results from domestic and abroad and analyze the elements of High-tech SMEs innovation capacity. Resources from investment in innovation capacity, R&D management capabilities, manufacturing capacity, innovative capability and innovative production output capacity of five constructed high-tech SMEs innovation ability evaluation index system, and analyzed the various indicators and measurement. Then, by comparing and analyse the universal method of evaluation, this article select the Combination methods of the AHP and Grey Cluster Analysis to evaluate the independent innovation capability of SMEs. this areticle also deals with algorithms process and calculation model. The paper also analyzes the status of independent innovation for High-tech SMEs,and propose solutions and suggestions to solve the current problems. Finally, this article conduct an empirical study of High-tech SMEs in the city of Zhenjiang in Jiangsu Province. According to the evaluation index system constructed before, this article made a comprehensive evaluation of the enterprise and promoted improvements and recommendations to the the weak of enterprises.
