Evaluation Study On The External Environment Of High-tech SMEs Growth In Jangsu Province

High-tech small and medium-sized enterprises have stronger innovation incentives, higher level of industrialization of scientific and technological achievements in the tide of overall economic transformation and upgrading as an important role. The comprehensive economic strength has been at the forefront in jiangsu province. It is important to science and technology resources province, and become a fertile ground for small and mid-sized enterprise growth and development. So it is more representative and reference to study its growth external environment. This paper solved three questiones. The first one is what the impact type external environmental factors of the growth of the small and medium-sized enterprises of science and technology. The second is how to evaluate and the last one is how to control three problems, so that to give the growth of our country’s small and mid-sized enterprise development to provide a meaningful reference. In the process of research of this paper, mainly adopts theoretical analysis and empirical analysis, the method of combining quantitative and qualitative analysis mainly includes the following several aspects:In the study of designing the index system of external environment high-tech small and medium-sized enterprises in Jiangsu, the first thing is clearly define the growth of high-tech small and medium-sized enterprises’ characteristics; On the basis of the combination of the relevant theoretical and the research of existing literature and the macro environment analysis model of PEST to identify and determine the key factors of major political law, economic development, financing environment, social security, the five factors of technological innovation. Then according to the related theory and research foundation in 21 evaluation indexes, set up evaluation index system.In the study of evaluation the external environment in the construction of high-tech small and medium-sized enterprises’ growth in jiangsu province,it is based on science and technology of small and medium-sized enterprise growth evaluation index system of the external environment, the factor analysis method combined with entropy weight method, to establish evaluation model and set the standard of evaluation index level. Then points time, space and subordinate cities in jiangsu province since 2006-2013, analyzes the external environment evaluation.Study in recent years, the growth of small and medium-sized enterprises of science and technology in jiangsu province is the external environment as a whole is to improve the rising trend, but the environment in the province, ladder shaped form gap is significant. Further to 2020 in jiangsu province and analyzes the situation forecast analysis of the external environment changes, it is concluded that in the overall economic slowdown benchmark scenario, small and mid-sized enterprise growing external environment will continue to improve, even will usher in the golden development. Finally, the article studies put forward to improve the external environment of high-tech small and medium-sized enterprises’ growth. There are some policy recommendations about to transform government functions, strengthen the investment in science and technology, design a credit system and so on.
