Because of moso bamboo’s reproductive ability, fast growth, easy renewal, it can rapidly form a bamboo-based secondary forest, together with its wide use, high economic value, Fujian province’s moso bamboo forest area is expanding year by year. Although there has an advantage over bamboo production resources and environment, moso bamboo productivity is relatively low, and the utilization of resource input is not high, neither. Therefore, bamboo productivity does not show its advantage to match the resources and environment. With the development of economy and society, the needs of bamboo shoots, bamboo wood and bamboo products are increasing. Although in recent years, the supply capacity of bamboo has been to some extent increased, its productivity still has much room for improvement. It will be of significance to further research its productivity. Based on the perspective of farmers, this paper measures and evaluates the current situation of moso bamboo productivity in Fujian Province, recognizes the constraints of moso bamboo productivity and the size and direction of its function, analyzes the influence factors of moso bamboo management willingness in order to explore the production decision-making mechanism of moso bamboo planting farmers. Based on the theory on essential factors of production, this paper analyzes the formation of essential factors of production and essential factor mobility mechanism in the production process of moso bamboo. And further measures the productivity to seek rational factor allocation of productivity, hoping to enrich the empirical case studies of economic forest in the area of productivity, the relationship between planting scale and efficiency, and also to provide a reference for similar studies which has some theoretical significance. By analyzing farmers’bamboo productivity and impact factors, on the one hand, it can examine the implementation effect of existing bamboo production policies. On the other hand, it can provide improved direction and path for further improvement of relevant policies to test whether the enhancing room for improvement of productivity is sufficient to support the continuing growth of bamboo production in Fujian province in the future and to provide reference for the country to make appropriate development policies for economic forest, which has a certain practical significance.According to the basic logic of ideas "gather information → ask questions →analyze problem → solve problem", this paper combines normative and empirical analysis methods, mainly uses quantitative analysis, combined with qualitative analysis, applying literature review, interviews and questionnaires investigation, statistical analysis, econometric models and so on to the research. Based on production theory, efficiency theory and farmer’s behavior theory, this paper reorganizes the development condition of moso bamboo industry in China and Fujian Province, analyzes the current problems exist in the production of moso bamboo and theoretically analyzes the factor inputs and factor mobility mechanism in the production process of moso bamboo. When estimating the current productivity of moso bamboo, a three-stage DEA method was chosen. By adjusting the factor inputs in the production process of moso bamboo, a level of efficiency excluding external environmental factors and random error is obtained. Based on this, Tobit regression model is used to further analyze the impact factors of the productivity of moso bamboo. Finally, this paper uses logistic regression model empirically analyzes the impact factors of farmers’management willingness of moso bamboo, and proposes the policy recommendations of improving the productivity of bamboo.This paper is divided into four parts:the first part consists of Chapter One and Chapter Two, mainly elaborating the research background, significance, objectives, main content, research ideas, methods and technology roadmap, innovation, deficiencies, literature review and the theoretical basis of the paper. The second part consists of Chapter Three and Chapter Four, sorting out the development condition and existing problem of moso bamboo industry in China and Fujian province from a macro perspective, and qualitatively analyzing the factor inputs and factor mobility mechanism in the production process of moso bamboo based on the theory of production and the theory of efficiency. The third part consists of Chapter Five, Chapter Six and Chapter Seven, estimating the efficiency level of moso bamboo by statistical methods and econometric models, and analyzing the impact factors of moso bamboo productivity and management willingness. The fourth part consists of Chapter Eight, summarizing the basic conclusions of this paper. Based on this, some policy recommendations have been proposed to improve the productivity of moso bamboo and moso bamboo farmers growing enthusiasm. By analyzing, the main research conclusions are as follows:Firstly, by sorting out the development status of bamboo industry in China and Fujian province, it is found that moso bamboo forest area accounts for 66.6% of China’s bamboo area, which means that there is rich in bamboo resources. But a high-quality, efficient and healthy bamboo resources system to meet the needs of the development and ecological environment of bamboo industry has not been completed, and the overall level of output of bamboo is not high. Currently, the existing problems of moso bamboo production in Fujian province are as follows:low overall efficiency of the industry, small scale of the organization, supporting industries needed improvement, unbalanced regional development and other issues.Secondly, by field investigation in Fujian province, first-hand data is obtained. And three-stage DEA is used to estimate the productivity of Fujian moso bamboo.In the first stage DEA estimation, the average of bamboo farmers’technical efficiency of production is 0.426, pure technical efficiency 0.616, scale efficiency 0.692. In the third stage DEA estimation, the average of bamboo farmers’technical efficiency of production is 0.387, pure technical efficiency 0.788, scale efficiency 0.489. Moso bamboo farmers’overall level of technical efficiency of production is relatively low. In the existing level of production, if technical inefficiency is eliminated, bamboo output level can continue to be improved by 57.4%. After kicking out the external environmental factors and random interference factors, when all the moso bamboo farmers face with same environment and luck, the output level of moso bamboo can continue to be improved by 61.3%. The pure technical efficiency of the first and third stage is closer to efficient frontier. The production technical inefficiency of moso bamboo is largely due to invalid scale. The estimation results of the second stage SFA regression model indicate that years of education of farmers significantly inhibit land input relaxation; joining a cooperative significantly increases land input relaxation; farmer’s age, the block number of moso bamboo forest land, possession of forest warrant, the guidance of agricultural technicians will increase force input relaxation; time engaged in moso bamboo planting, altitude of moso bamboo forest, joining a cooperative, the existence of demonstration household inhibit labor inputs relaxation; time engaged in moso bamboo planting, possession of forest warrant, joining a cooperative significantly inhibit capital input relaxation; years of education of farmers, the block number of moso bamboo forest, the existence of demonstration household, the guidance of agricultural technicians will increase capital input relaxation.Thirdly, Tobit regression model shows that the age of decision-maker of moso bamboo production, year engaged in moso bamboo planting, the number of family labor, unit land area, income per acre, possession of forest warrant are in significantly positive correlation with moso bamboo productivity; altitude, distance from roads, land rent, being a demonstration household are significantly negatively correlated with moso bamboo productivity; But the education level of decision-maker of moso bamboo production, the income besides moso bamboo planting, joining a cooperative and guidance of agricultural technicians have no significant impact on the productivity of moso bamboo. But this is merely illustrative of the impact on the results of the survey data and analysis results obtained in this study were not significant, does not mean that these four factors in practice has no impact on the productivity of moso bamboo. For example, joining a cooperative was supposed to have a certain impact on moso bamboo productivity, but in real investigation, it is found that the existence of "empty shells" phenomenon of cooperative. Cooperatives look impressive but lack real worth, and don’t play the role to assist and guide moso bamboo farmers to grow moso bamboo.
