The tourism industry size and tourism revenue continues to amplify since 2000. In this context, the paper based on the theory of economic systems analysis, builds the level of economic development measure model, evaluates the level of tourism economic development of the mainland provinces and autonomous regions from 2000 to 2012, analyzes the development of the differences between the provinces, and explores the origin of differences.The level of economic development of tourism is the scale of economic activity, which contains quantity and quality. In terms of results-oriented, narrowly, the level of economic development of tourism can be measured by tourism revenues that total tourist spending in the destination; generally, the level of economic development of tourism contains the quantity of scale and the quality of state. The tourism gross income does not reflect the number of provincial economic structure and quality of state.Therefore, the paper regard a provincial tourism economy as a production system, building a measure model based on results-oriented, which includes tourism economic efficiency, the state tourism industry, tourism output three dimensions. Fitting dynamic factor in three dimensions which based on Panel Data, while the super-DEA fitting tourism economic efficiency and the average assignment fitting tourism industry status indicators.The results of evaluation from 2000 to 2012 shows that the inter-provincial differences is significant without considering the spatial interaction situations.The spatial characteristic is decreasing from east coast inland to the northwest while there are some provinces in central and western forefront. Relative differences in the tourism economy gradually reduce from the time dimension. Local feature is a similar level of development of the provinces gathered in space. Considering the spatial interaction, the results show that a decreasing gradient from east to west, "multi-center" and local "center-periphery", similar to the level of development of unit spatial clustering features. The spatial characteristic is changing which high level of development from the eastern coastal provinces gathered and gradually extend inland gathering. The low level of development provinces spatial aggregation features has a small change. In short, the relative differences tourism economic is decreased and has a significant positive space correlation among provinces.High level of provinces have evolutionary characteristic. Low level of provinces is unchanged.More empirical researches have discussed the inter-provincial differences and spatial characteristics of the tourism economy. However, they are lack of theoretical analysis. The paper analysis the difference from two points.First, from the view of measure model, construction of the level of economic development of the tourism impact function to quantitative analysis of its influencing factors.The influence function analysis shows that the maximum degree of impact on tourism economic level is tourism output, followed by the tourism economic efficiency, state tourism industry.Second, from the view of local market. Based on the market range hypothesis, the paper defined the province’s tourism market demand as the size of the local market, analyze its mechanism of action of the level of economic development of tourism, and use the panel spatial econometrics to explore the mechanism of inter-provincial differences and spatial characteristics. The conclusion shows that the size of local market impacts tourism economic level is significently. The mechanism is that competitive effect promotes the competition among enterprises and optimizes the industrial structure; division effect expands the industrial scale. The spatial spillover of local market and the spatial effect of tourism economy lead to spatial characteristics.Therefore, the roads to improve the level of tourism economic development are:precede the output increase tourism, develop the local tourist market and adjacent areas, construct the regional market sharing mechanism; At the same time, considering the spatial proximity of development cooperation mechanisms, to reduce inter-provincial differences.
