Chinese social logistics is found with high costs and low operation efficiency when compared with developed countries. Manufacturing enterprise logistics holds the largest share in the Chinese social logistics and occupies an important position in the development of national economy. Reasonable logistics operation has an important value for the manufacturing enterprise and social economic development. The benefit and efficiency of logistics industry is also closely related to transportation. So, improvement of the logistics in manufacturing enterprise and the raising transportation efficiency have not only advance the entire social logistics level from the source, but have also play a decisive role in reducing the total cost of the social logistics.The manufacturing enterprise logistics is the most important part of logistics service and its rationalization level relates the entire society logistics development level directly. Choosing a reasonable logistics mode has become an important way of optimizing logistics activities in manufacturing enterprise. With the rapid development of modern logistics industry and more attention paid to the logistics by the government, lots of manufacturing enterprises now have more choices for logistics service mode. Facing complex and changeable operating environment, manufacturing enterprises will not achieve the target to reduce logistics costs and improve logistics efficiency unless the whole aspects of the logistics activities of manufacturing enterprises are operated under an appropriate logistics mode. How to choose for their own right logistics mode according to the actual situation of manufacturing enterprises is becoming increasingly important. Determining a matching mode by evaluation of different logistics mode becomes an important strategic decision for manufacturing enterprises.Choosing the logistics mode is also the selection of different logistics servicers. In response to the changing market environment, the manufacturing enterprises’selection of the third-party logistics mode will improve core competition. But whether the high efficient logistics activity can make the best of its strengths, to a large extent, depend on the high quality of the logistics service integrators, and choosing the right logistics service integrators become the key problem of the manufacturing enterpises logistics outsourcing decision.Uncertainty is the main feature of logistics transport enivorment. Facing the downtrend of total profit, for pursing the logistics service efficiency, most of the third-party logistics service integrators will subcontract several parts of the integrated logistics service to functional logistics service providers to reach the aim of expanding the market size, improving the operation efficiency and optimizing the operation resource. Transport activity occupies the most of the cost and time that the whole logistics process spends, throughout the procurement of raw materials and manufacturing processes to the sales and recycling of products, and it is an essential part of logistics. This paper only studies the third-party logistics service integrators’subcontract of the transport service to highway transportation enterprise. How to choose high quality transporters to obtain large-scale benefit and high transportation efficiency becomes an important decision of the third-party logistics service integrators.Arranging the transport activities accordingly, especially compressing or precise monitoring the travel time as far as possible, is important to enhance the time benefit and the spatial benefit. But realizing the goal to reduce the transportation cost and time depends on not only the strength and level of transport service providers, but also the traffic network conditions. This paper only studies road transportation network conditions. Sudden natural disasters, uncontrollable incidents, and the problem of traffic congestion can result in the time uncertainty of transportation. Government, as a manager of transport, should consider overall and maintain the interests of all and pay attention to the risk of transporter’s decision on route choice caused by the uncertainty of travel time, and fully develop the role of the price lever to guide and adjust traffic flow, so as to realize traffic network equilibrium and improve the transportation efficiency constantly.Overall, to lower total cost of the social logistics, improve the logistics efficiency and realize the maximization of social logistics benefits require joint participation of different subjects. By reach on logistics service strategy facing different subjects in uncertain environment and consideration of interests of manufacturing enterprises, third-party logistics service integrators, transporters, and social groups, the whole paper mainly discusses how to determine the manufacturing enterpises’logistics mode, select logistics service integrators under the third party logistics mode, and select high quality transporter based on transportation service outsoucing of the logistics service integrators, as well as how to coordinate the transportation efficiency by the traffic manager from their perspective of social benefits.Based on the existing research, the paper mainly completed the following research work:1. Logistics mode selection strategy based on the manufacturing enterprise. For the selection of logistics mode under linguistic environment, the paper puts forward an logistics evaluation method based on semantic information of groups and entropy model: Firstly, according to the Jaynes maximum entropy principle, the paper applies the idea of maximizing deviation degree to establish semantic multiple attribute decision making model for the purpose of determining the weight vector corresponding to the evaluation index of every expert. Secondly, based on the individual comprehensive index evaluation methods corresponding to each expert’s alternative logistics mode according to LWAA algorithm, the group decision-making matrix is determined. Thirdly, according to the group decision-making matrix and evaluation of expert weight vector, the paper puts forward estimation method of the comprehensive index evaluation value of each alternative logistics mode. Finally, on the basis of the comprehensive indexes evaluation value, a priority ranking method of the alternative logistics mode is proposed. Considering the discrete problems of linguistic information, the paper revaluates the logistics mode by using the two-tuple linguistic information, and proposes a logistics mode evaluation method based on analysis of group two-tuple linguistic and grey correlation. According to the core idea of traditional analysis method of grey correlation, the paper calculates the grey correlation degree of semantics between each alternative logistics mode and positive ideal point, and determines an optimal scheme according to the size of the correlation, to ensure that the scheme has the greatest degree of correlation. The method can treat the two-tuple linguistic information effectively, and can avoid defects such as information distortion and loss caused during information integration and calculation process.2. Logistics service integrators selection stragegy under the third party logistics mode. Building evaluation system is the first step to select logistics service integrators, and construct on this basis expert evaluating mixing matrix of the natural language scale and interval-valued intuitionistic fuzzy number. The evaluating mixing matrix is firstly transform into interval-valued intuitionistic fuzzy matrix by formula of the natural language scale and interval-valued intuitionistic fuzzy matrix. Secondly, interval-valued intuitionistic fuzzy matrix is transformed into score function matrix and maximum entropy configuration model based on grey relational factor is introduced to determine the initial importance of logistics service integrators’various performance evaluation index from expert evaluation. Thirdly, a methodology to determine the comprehensive importance of the third-party logistics service integrators’performance evaluation index is presented, by consideration of experts preferences and based on the Choquet-integral in 2-additive-fuzzy measure space. And then, by using interval-valued intuitionistic fuzzy weighted arithmetic aggregation operator, comprehensive evaluation value of each logistics service integrators is integrated, score function and accurate function are calculated, and the optimal logistics service integrators are selected according to the order relation criterion.3. Transporter selection strategy based on logistics service integrator. Most of the logistics service integrators usually choose a transporter as a collaboration organization or agent to expand their business scope. Both sides formed the collaboration based on benefit. Facing complex and dynamic environment, introducing the semantic decision theory to the weight determination and selection method of transporter under uncertain environment can well reflect the fuzziness and uncertainty of environment, and can greatly avoid the loss of assessment information. Through fuzzy scaling to the weight information presented by language forms, the paper then transforms triangular fuzzy number into crisp value to determine the weight vector of index. In the selection of transporter, the language phrase is firstly transformed into triangular fuzzy numbers. Secondly, by using the GIOWA, comprehensive evaluation value of each scheme can be obtained with the assessment of preference information, the index weight and evaluation weight. Finally, the paper ranks the comprehensive evaluation value to select the optimal scheme.4. Transportation network equilibrium strategies based on social interest. Transportation network is the main part of logistics service system. Considering the Logistics transportation with time constraints, in order to improve the operation efficiency of the whole transportation network, make the limited road resources play greater economic benefits, effective regulation of the transportation network’s traffic flow is necessary. Price mechanism is often used by traffic managers to control or guide transporter’s route choice. Based on this, transporter, in order to optimize the transportation utility, with the risk of the travel time taken into full consideration, will bring forward improving scheme. According to transporter’s route choice behavior under uncertain network environment, this paper concentrates mainly on the mean-excess travel time route choice behavior using the marginal cost pricing principle. On the basis of the routing selection criterion according to mean-excess travel time, and the paper derives the analytical expressions of marginal cost pricing and mean-excess travel time under the conditions that traffic demand fllows logarithmic normal distribution and road capacity obeys uniform distribution. A system optimal equilibrium model of the route choice behavior is set up based on mean-excess travel time. Considering characteristics of the model, the research of this paper realizes the model’s solution by designing an adaptive projection and contraction heuristic algorithm based on route using equivalence principle of variational inequality.The results of numerical experiments show that all the proposed methods are feasible and effective.
