Urban Intensive Land Use Standards Design Methods And Tools Development

To associate the land use standards of urban construction land with the work of intensive land use is a breakthrough in common development of sustainable urban economy and the livable cities. The values determination of land use standards in China are lack of science and technology, and the methods of designing the urban intensive land use standards are still not perfect.In this study, with the support of intensive land use theories, and the background of construction land use in China, we built an urban intensive land use standard system for studying the methods of standards design. Under the influencing of policy, population, economic, geographic, businesses and other factors, and based on the intensive use principles, the binding principles, the people-oriented principles, multi-control principles, integrity principles and feasibility principles, and combined with China’s existing land classification, we made an urban intensive land classification, and selected the indicators for the intensive land use standards depending on the land types and the purposes of land use to form a set of intensive land use standard system.Followed by mathematical models, and quantitative and qualitative analysis, we explored fundamental research for the urban intensive land use standards design from the urban construction land structure, the population, the urban architectural landscape evolution and the evaluation of urban construction land intensive use. Combined with spatial analysis, multivariate statistical analysis, human spatial scale, investigation, Delphi method, etc., we designed the methods to determine the values of the intensive land use standards. The methods suit for the different spatial regions. The results of designing methods are the expert evaluation method, the interpretation of historical time and space method, investigation method, multi-control method and tailored method, and they were matched to different types of indicators.Then, based on secondary development of GIS technology, we made the tools based on the design methods to support the urban intensive land use standard values design. The purposes were to realize a rapid design of urban intensive land use standards, and to query land use standards content, and to validate the existing land use standards and intensive land use standards. We made the spatial data and attribute data become a database, for supporting the land resource management of the wisdom city.Finally, we did a case of Jinan City with its 2001 and 2011 cadastral data, statistical yearbooks and some relevant information according to the methods of the intensive land use standards design and the tools. The results not only reflected the intensive utilization of construction land in the built-up area of Jinan, but also realized the standard values design, and verified the design results with the actual land use.The methods of intensive land use standards design can provide an objective reference to determine the scope of the standard values. In accordance with the standard design processes and methods, the urban intensive land use standards can be designed adapting to local conditions, which make the land use standard system completely, and the land use patterns have basis. Combined with the results of verifying the differences between the urban land intensive utilization and the standards by using the tools, the allocation of urban land resources can be optimized, and the sustainable development of resources can be promoted, and the urban land supply and demand can be eased. The results of this study can promote the urban intensive land use, control the growth of construction land, and support livable urban development.
