Along with the acceleration of urbanization process, it leads to increasingly prominentcontradictions between human and land resources and the contradictions between supplyand demand. The concept of using land economically and intensively is put forward toprovide a new path for resolving these contradictions. From the perspective of intensiveutilization of land, the paper selects Hefei Anhui province as an example to analyze theurban land use. It finds that there are five characteristics of the city land in Hefei: firstly,the urban land form adopted concentric type expansion, and the quantity of constructionland grow quickly; secondly, a large number of land is underutilized, and the utilized landis extensive; thirdly, as the population increases, the cultivated land is decreasing, shortageof reserve cultivated land resources, and these all result in the conflicts between human andland resources; lastly, the competition between construction land、farmland and ecologicalland is the factor which leads to the land structure imbalance; in addition, the land pricesrise quickly because of the contradiction between supply and demand. Conclusion, thecharacteristics of Hefei city land use stimulates the way of using land economically andintensively.So far, there is no method can be applied to assess intensive use of land widely, this ismainly due to the various and complicated influencing factors, with multi-factorcomprehensive evaluation method, this paper with theory qualitative method is givenpriority to, supplemented by empirical and quantitative methods, from the perspective ofgovernment, inserted into the market economy perspective, and combined with threeperspective-micro、medium and macro-perspective analysis of Hefei economical andintensive use of urban land evaluation. Firstly, it introduces the theory of the intensive useof urban land and its relative concepts which include the theory of urbanization、land renttheory、land supply and demand theory and sustainable development theory. Then, thegoals and principles of economical and intensive land use evaluation、the structure ofmodel、the choice of evaluation methods and the establishment of evaluation index systemare analyzed. According to above analysis, it divides the influencing factors of urban landuse evaluation into score three categories---social factors, economic factors and ecologicalfactors, and it refines them as twelve indexes---per capita construction land area、urbanization rate、per unit area of investment in fixed assets、per capita public green areas and forest coverage rate, etc. The determination of evaluation index system involves theevaluation index values、the standardization of evaluation index and the determination theweights of the assessment indexes. Firstly, The paper standardizes the index value by usingpoor change method to determine the index value; and then, the paper processes data byusing the entropy weight method combined with Analytic Hierarchy Process(AHP) todetermine the weights of evaluation index; finally, it calculates the degree of economicaland intensive use of urban land by applying the coordination function; in addition,according to the actual data, the summary analysis was carried out on the economical andintensive use of land in Hefei.It finds that the level of Hefei economical and intensive land use is at the tertiarylevel, and it belongs to the basic state of intensive, therefore there are a much largerdevelopment space. According to the practice of economical and intensive use of land inHefei, this paper studies on the countermeasures of city land intensive utilization from fourperspectives: the incremental land planning、the planning of urban stock land、the policyplanning and land price leverage, and it also provides some measures to improve andstrengthen the economical and intensive use of urban land, for example: improving thepublic interest of the planning and pay attention to the demand of the livelihood; exploringthe development mechanisms of the urban stock land; paying attention to the urbanecological environment construction; rationalizing increment of land use structure, etc.
