New energy is a kind of lower-carbon emissionthan the traditional fossil energy in developing and using, the history of development and utilization is short and with great development potentialand renewable.At present, the global warming lead to climatic issueshave become the focus of human, a wide range and persistent of haze weather has seriously affected the health of the people’s life. 《Sino-us joint statement on climate change》and 《Energy development strategy plan of action(2014-2020)》are put forward that China will promotethe proportion of non-fossil energy in primary energyto 20% in 2030. The development of new energy in China’s energy strategy has great significance.This paper basison energy consumption theory, economic growth throry, industry development theory and energy economy theory, to explore new energy development rule, forecast global carbon emissions, andto predictdevelopment trend of global and China’s new energy. This paper select already formed the scale of nuclear energy, solar energy, wind energy, geothermal energy and biomass energy to analysis, through the analysis of 5 kinds new energy global development history, and the forecast the global new energy development trend, combined with the current situation of new energy development in China, then set the priorities of five kinds of new energyto our country in 2030.Innovation point of this thesis is to study the affecting factors of new energy development, and under the condition of carbon constraints toforecastthe global development trend of nuclear energy, solar energy, wind energy, geothermal energy and biomass energy in 2030. Constructing evaluation index system of China’s new energy development, to set priorities five kinds of new energy development in China to 2030, to forecast the consumption of new energy and make a preliminary study of the spatial layout of new energy.At present, the global new energy proportion of primary energy is rising, under the pressure of carbon emissions and environmental problems, developed countries formulate a series of policies to encourage domestic the development of new energy, in order to reduce its carbon emissions.This paper forecast that the global carbonemissions will reach 43.7 billion tons in 2030, at the same time China’s emissions will peak of 11 billion tons.The future global energy game will focus in the field of carbon emissions, energy conservation and emissions reduction will become an important means to restrict the developing country after geopolitical by developed country.Predicts that by 2030 the global energy of primary energy consumption ratio will increase to 14%, to 5% of primary energy including nuclear power, wind power accounted for 4%, solar proportion will increase to 3%, biomass and geothermal energy consumption accounted for 2%.Priority sequence of global new energy development in 2030 is the wind, solar, nuclear, biomass, and geothermal. Priority sequence ofchina’s new energy development in 2030 is the wind, solar, biomass, and geothermal.Under the condition of environment and carbon emissions constraints, combined with the sequence of priority to the development of evaluation results, the new energy consumption forecast in China in 2030. By 2020, our country non-fossil energy consumption accounts for the proportion of primary energy consumption will increase to 15%, nuclear power consumption will increase to 100 million tons of oil equivalent, accounted for 3%, the solar energy consumption of 60 million tons of oil equivalent, accounted for 1%, energy consumption of 130 million tons of oil equivalent, accounted for 3%, geothermal energy and biomass energy consumption of 20 million tons of oil equivalent, accounting for less than 1%.To 2030, the new energy consumption of primary energy consumption ratio will increase to 13%, and nuclear energy consumption increased to 220 million tons of oil equivalent, solar energy for 160 million tons of oil equivalent, wind power is 230 million tons of oil equivalent, geothermal energy and biomass to produce 33 million tons of oil equivalent, non-fossil energy consumption accounted for in our country will improve to 20%.Finally puts forward some countermeasures and suggestions for promoting the sustainable development of new energy in our country:(1) the correct choice of new energy development direction;(2) increasing development of new energy technologies;(3) orderly process of industrialization and marketization of new energy;(4) resolutely implement the "going out" strategy;(5) adjustment, improve the renewable energy development plan and policy measures.
