Iron and steel industry has the highest correlation with the national macroeconomic development industry, with the characteristics of strong radiation and high industry relevance. The iron and steel industry has a close relationship with development of social economic, has a significant impact for upstream and downstream industry. As Chinese economy began to enter a new stage that from rapid growth to the rapid and stable phase of transformation. Chinese iron and steel industry will experience a rapid development stage. But under the "new normal", Chinese iron and steel industry is facing challenges of the industry overcapacity, lower level of average profit margin, and bigger level of the environmental protection pressure. At the same time, the iron and steel industry faces more and more bigger pressure of environment protection, the iron and steel industry belongs to the industry of pollution emissions, with the implementation of new environmental laws, the environmental protection standard of the steel industry will be higher than any time, it will inevitably raise the environmental protection cost of iron and steel industry. Considering the close correlation characteristics of iron and steel industry and major challenges of iron and steel industry, can find the main problem of iron and steel industry is that how to achieve the sustainable development. So, circular economic efficiency is used to measure the level of the sustainable development of iron and steel industry, reflects the degree of the development of steel industry circulation economy, and conforms to the concept of sustainable development for steel industry. This paper focus on circular economic efficiency of iron and steel industry, by constructing suitable evaluation index system and analysis framework for circular economic efficiency, and provides some policy suggestions for the development of iron and steel industry.The text is divided into six parts:The first part introduces research background, significance, content and research methods of iron and steel circular economic efficiency. The second part introduces the basic theory of iron steel industry circular economic efficiency, defines the scope of steel industry circular economic efficiency evaluation. Focus on iron and steel industry circular economic efficiency evaluation method and analysis of the DEA-Malmquist evaluation model. The third part analyses the circular economic efficiency level of the iron and steel industry. This part makes comprehensive description of iron and steel industry, through all the data of iron and steel industry development of china. The fourth part mainly use the data of provinces iron and steel industry circulation economy development, evaluate the circular economic efficiency of iron and steel industry, through the static and dynamic angle. The fifth part mainly analyzes the influential factor of the circulation economy efficiency, on the basis of empirical analysis on the iron and steel industry circular economy efficiency. The sixth part is conclusion and policy Suggestions for China’s iron and steel industry circulation economy efficiency, puts forward some suggestions of industrial development, in order to provide some contribution to the development of steel industry of China.Based on the empirical research of circular economic efficiency evaluation, some important conclusion as follows:The study found that circular economic efficiency of iron and steel industry is not in high level. The level of development has a large gap between the areas. Only Shanghai, Guangdong Jiangsu, Zhejiang and Tianjin have been or near the level of circular economic efficiency valid, the rest of the provinces have a certain distance with the best state. On the analysis of regional distribution, Eastern coastal area of circular economic efficiency is significantly higher than other regions, and the difference between the central and western region are not obvious. In addition, from the perspective of regional circular economy efficiency change analysis, found that various areas to enhance the circular economy efficiency of iron and steel industry is mainly rely on technological progress. Comprehensive technical efficiency of the steel industry circular economy efficiency also has certain effect. Comprehensive technical efficiency is mainly due to the pure technical efficiency. Scale efficiency not only promotes the comprehensive technical efficiency, but also reduces the comprehensive technical efficiency of iron and steel industry. Through the analysis of the factors that influence circular economy efficiency of iron and steel industry found that:The effects of various factors on circular economy efficiency of iron and steel industry have big difference. There are positive correlation relationship between regional economic development level, technology change, the comprehensive technical efficiency change, scale factor, the government management capacity and iron and steel industry circular economy efficiency, Which technology changes and government management capacity factors is significant. Energy structure and the proportion of state-owned iron and steel enterprises has certain negative influence for the circular economy efficiency of iron and steel industry, indicate that bigger level of the proportion of coal consumption and the proportion of state-owned iron and steel enterprises, makes the circular economy efficiency of iron and steel industry lower. Research also found that the proportion of state-owned iron and steel enterprises has positively impact for scale efficiency of iron and steel industry.
