A Research On System Coordination In The Process Of Urbanization

It is necessary to study urbanization from the angle of system coordination, which lies in: Firstly, urbanization, especially China’s urbanization, is a huge and complicated system, so it is need to have a good perspective; Secondly, the research on urbanization especially on urbanization system has already accumulated abundant researches. However, the research is rarely involve in link, cohesion and interaction between different systems. Thus, it is a new research field to study urbanization on the basis of coordination; Thirdly, the development of urbanization is stepping into a stage that emphasizing the function of institution. The deepening of one single system of urbanization has appeared obstacles and caused many problems of urbanization. Under this condition, comprehensively deepening the reform of urbanization system and promoting the new-type urbanization needs system bonus and coordination.The main content consists of three aspects:Exploring the definition of "system coordination";Establishing five dimensions of urbanization system;Studying the mechanism of urbanization system’s coordination.Firstly, the definition of system coordination. "system coordination"and "institution economics" of science disciplines exist organic connection,dissipative structure and institutional balance,order parameter and informal institution,solving evolution equation and overall change,have contacts in theory. System coordination is an constant evolution process that system’s negative feedback and positive feedback which take effect simultaneously,from system balance to system imbalance,then to a new balance. It reflects as an evolution process from non coordination to new coordination, and coordination is not the optimal combination of single system,but an optimization of space structure,time structure and function structure, which is an optimal with constraint conditions.Secondly,establishing five dimensions of urbanization system. Taking promoting system dynamic of urbanization as the standard,after observing vivid practice of urbanization throughout the years,centralizing urbanization system’s essential function and category evolution,classified analysis of urbanization system research literature,humanities,land,industry,population and ecology can be regarded as the most important five dimension. The third chapter expounds the characteristics of the evolution of urbanization system, the humanity of China’s history is thick,the origin of urban development is different from west,the ancient Chinese town have the characteristics of seperate economic unit,radiation-type governance structure,full urban-rural flow under the framework of the town. Although the independent process is interrupted, the trace can be seen. In addition, we learnt a lot about from Soviet model and Europe model in urban characteristics, but the cultural and historic reason of China’s town couldn’t be ignored. So we should view China’s urbanization system from the perspective of history. In reality, the humanity dimension is often ignored by objective and the ecological dimension is often faded by substance, thus many defects of urbanization system design and limitations of system effectiveness are related to this. The system effectiveness of industry, land and population is obvious, and in recent years it is used by local government in "Making the city movement", but due to lack of coordination,it restricts the system efficiency. The cultural dimension mainly selects cultural system, the industrial dimension mainly selects macro industrial system, the land dimension mainly selects the local government land finance system, the humanity dimension mainly selects household registration system, the ecological dimension mainly selects macro ecological system. Clarifying the positive and negative force of each dimension, and summarizing characteristics of urbanization system in this dimension,at the same time,take Jiangxi as an example for analysing. Except that, drawing lessons from foreign systems to discuss the urbanization system effectiveness of each dimension.Thirdly, studying the mechanism of urbanization system’s coordination. In the light of co-opetition relationship, dissipative structure and the historical inertia of change pattern between urbanization system to construct the urbanization system coordination model,mainly using two sub models:five-dimensions’co-opetition synergy and order parameter diamond to illustrate:five-dimensions’ co-opetition synergy model mainly explains the link and co-opetition between the five dimensions;Ordinal parameter diamond model mainly interprets humanity and cultural dimensions’ relationship with the other three dimensions,which currently is overlooked by scholars. Learning from order parameter control principle of the synergy theory, putting forward exploratory: in the coordination of urbanization system,the first order parameter is humanity system,the second parameter is ecological system. Putting forward five goals of urbanization system’s coordination:good for releasing huge potential for domestic demand,good for improving labor productivity,good for decoding urban-rural dual structure,good for promoting social justice and common prosperity,good for benificial economic and ecological cycle. In addition, summarizing the typical system of non coordination.After constructing model and preliminary inference, this paper mainly analyzes the mechanism of urbanization system coordination from three aspects:The first is the law of urbanization system coordination. System can realize spontaneous collaboration,but it can only form habits and usual practices for standardizing personal behavior,which exists defects in solving coordination and conflict problems of urbanization.On the contrary,the conscious system coordination is beneficial for forming various of effective systems of urbanization and accelerating the cohesion process between different systems.Urbanization system coordination needs considering personal cost and benefit、social cost and benefit,political cost and benefit,the consideration of interest is the basic principle of urbanization system coordination.An excellent system arrangement must emphasize rationality,progressive and constructive,and need carefully adjust and balance interests among different groups.It can’t beyond the basic law of development,but playing better in the function of system coordination.At the meantime,developing its function of creating the institutional environment, formulating development plan,building infrastructure, providing public services and strengthen social governance.The second is the structure of urbanization system’s coordination.Studying levels,relationships,influences and coordination of various institutional arrangement and determining the optimal structure of system,which is obvious an extremely crucial issue in system coordination.In the framework of urbanization system,different system arrangements are not equivalent in any system structure,the efficiency of system coordination can’t achieve through simply adding up the efficiency of each single system arrangement.The efficiency of urbanization system depends on the efficiency of system arrangement,which includes humanity,industry,land,population and ecology dimensions.It is a co-ordinating and matching process among system arrangements in the system of urbanization institution,its purpose is to ensure the whole institution system can maximize its function. In terms of microscopic,single institutional arrangement of urbanization causes the unique efficiency in institutional structure,as well as the method and extent of the combination of five dimension are different,thus leading to the formation of small towns with characteristics.In terms of macroscopic,in addition to historical inheritance and realistic foundation of Chinese urbanization,the characteristics of Chinese urbanization path also implies the system arrangement of five dimensions realizing high benefit:maximize coupling,minimize conflict and minimize vacuum.The third is the dynamics of urbanization system’s coordination. System coordination exists characteristics of changing by time,the time essentially is productivity changes.The produce of any system is decided by a certain condition of productivity and technical level or nature,with the further development and improvement of productivity and technology,the system must make corresponding adjustment and adaptation,otherwise the efficiency of system coordination will decline.The five dimensions of humanity,industry,population,land,ecology,no matter from which angle,are playing a dynamic role.The relationship between city and town is important, and the dynamic change of city and town is the principal contradiction of system coordination.The process of natural evolution and periodic characteristics of urbanization indicate that Chinese urbanization is a process of playing the advantage of backwardness.In sum, lack of dimension is the main reason for intensifying the imbalance of urbanization.We should think in a "system coordination"way to promote the reform of urbanization.In the present, we should pay much more attention to humanity and ecological dimension of urbanization system.
