Research On Measurement And Evaluation Of Regional Urbanization Promotion In China

Urbanization is a fundamental problem in the process of the modernization of China. Since Reform and Opening Up, China’s urban population continued to expand along with the rapid development of economic and social. The urbanization rate is 17.9% in 1978,53.7% in 2013. Urbanization has entered the accelerating channel. Urbanization in China with more than 1 billion population is of great importance to change structure of global economy, and to achieve balanced development in the world economy, which is a global consensus. However, the development pattern of China’s urbanization has the characteristics of seriously lagging behind the industrialization, relying too much on land and labor, and urban-biased. It becomes the source of a series of problems and contradictions, such as the expanding gap between urban and rural areas, insufficient domestic demand but excess capacity, regional highly unbalanced, agricultural modernization lag, and unsustainable growth.The economics meaning of urbanization can be interpreted as, production factors aggregate to increasing scale space, and specialization division spins the production chain, resulting in continued interaction amplification of employment and market capacity, which promotes industrial technology progress and economic growth. Currently, the first reform dividend of China disappeared, which leads to a concentrated outbreak of factors that restricts the healthy operation of economic. Promoting the economic structure strategic adjustment is urgent, and the important way to structure transformation is promoting in-depth urbanization reform. Urbanization appeared seven times in the report to eighteen, which fully shows that industrialization of China has preliminary completed, and economic transformation is urgent. The grand strategy of urbanization will shoulder the historical responsibility of breaking through the biliary system, and promoting industrial and agricultural modernization realization.On the present of new urbanization construction, China’s regional economic development level disparity determines the complexity of the propulsion of urbanization. As a system engineering, how to effectively advance the strategy, and whether the transformation of urbanization development can successfully realize require further statistical research, which provide data support for the choice and market reform decision-making. The paper establishes the measurement system of regional urbanization advancement, which is used to systematically monitoring and evaluation of promoting urbanization development state of each area in recent 20 years, clearing the advantages and disadvantages of regional economies in the implementation of urbanization promoting, and providing quantification interface to break the bottleneck andOptimize the quality of urbanization. The specific research work centered:the theoretical framework for the propulsion of urbanization, the design of the integrated propulsion power measurement system, the total index of advance of urbanization, and the measurement and evaluation of the determinants in urbanization.
