As a part of the whole process of human history and society, the balanced development between urban and rural areas had always been paid great importance by every countries and regions. The process of the balanced development between urban and rural areas, which both have the process of objective development spontaneously and also have the process of subjective development intervened by people at the right moment. From a certain perspective, the whole process of human social and economy development is also the process of self balancing and human overall development between urban and rural areas, so the balanced development between urban and rural areas across the Taiwan straits, of course. Since the Kuomintang power retreated to Taiwan in 1949, formed the special balanced development between urban and rural areas across the Taiwan straits different from other countries under the special environment of "one country two systems". Although difference have been existing in the social systems respectively, and there are nearly 40 years in the state of isolation between the two sides of the Straits, but in terms of the balanced development between urban and rural areas as a whole both sides have many similarities and common points. After over 60 years of development, the balanced development between urban and rural areas between the two sides of the Straits have already reached a certain extent, especially the Taiwan balanced development between urban and rural areas which has reached the stage of maturation, many of these experience is worthy studying, this is also the idea of this thesis.Both sides of the Straits experienced the roughly same period during the balanced development between urban and rural areas, namely the following three periods:budding cognition, exploring learning and development and improvement, but the process and content of each period are the same in essentials while difference in minor points, there are only the chronological order and lasting time of each period is different. In order to achieve a balanced development between urban and rural areas naturally and harmoniously, the relevant departments across the straits laid down different policies that are for the sake of improving and speeding up the progress and quality of balanced development between urban and rural areas in each stage, these policies including all kinds of laws and regulations, such as<The Law of the Land> had been published by both sides across the Taiwan straits, the mainland’s<The Urban and Rural Planning Law>, the Taiwan’s<The Urban Planning Law>etc, also including the policies and regulations of the government departments, such as<The Rural Regeneration Ordinance> and<The Urban Renewal Regulations> of Taiwan, " the Document No.l of the CentralGovernment" over the years as well as various notice and opinion issued by the state council and its relevant ministries on the development between urban and rural in the mainland China. In order to make these policies can be carried out effectively, both sides of the Taiwan Straits formulated corresponding measures of all kinds for the balanced urban and rural development respectively, these measures including both strategic and long-term measures, also including tactical and short-term measures. And some of these measures have achieved remarkable results, which play a very significant role in promoting the balanced development between urban and rural areas on both sides of the Taiwan Straits, of course, some measures not implemented or not fully implemented at all for various reasons. Under the guidance of these policies, the current balanced development urban and rural areas as a whole across the Taiwan Strait have obtained certain achievements through the implementation of various effective measures, which provides a more suitable and comfortable living environment, production environment and the ecological environment for urban and rural residents on both sides of the Taiwan straits. Of course, there are still some unsatisfactory aspects of the development that cannot be avoided. Without doubt, the formulation of these policies and measures need some theories as guidance, if there are not a whole and systematic theories, the formulation of any policy would be like water without a source as well as the implementation of any measures would become empty talk at last.The theory of balanced development between urban and rural areas on both sides of the Taiwan Straits is basically learn from abroad, so these theories have some similarities in nature. The theory of balanced urban and rural development across the Taiwan Strait is being constantly enriched and deepened in practice and gradually formed its own set of theory systematically and relatively that are suitable for their reality respectively. After many years of practice Taiwan has formed several important theories that are perfect and systematic relatively, these theories has great significance of reference in the promotion and maturation of the theory of the balanced development between urban and rural areas in mainland China. But the mainland China based on inheriting the Marxist of balancing urban and rural development theory, that has also created a set of socialism theory with Chinese characteristics. Therefore, in this paper, through a comparative research on the theory of balanced urban and rural development across the Taiwan Strait, and the comparison of urban and rural development process and regulations and policies, as well as development status on both sides of the Taiwan Straits, the author proposed a new theory on balanced urban and rural development, which both have the theoretical advantages of balanced development of urban and rural areas in Taiwan and also have the strong features of the new theory of balanced development between urban and rural areas in Mainland China. The author hope to be able to provide a theory of balanced development between urban and rural areas suitable for building socialism with Chinese characteristics in Mainland China at present and in a period in future. And the author hope under the guidance of this new theory, the mainland China will seize the golden opportunity of balancing development between urban and rural areas, all these will improve and prefect the balanced development between urban and rural areas continuously in the mainland China. This theory will lay a good foundation for the city urbanization in mainland China; at the same time provide a reference and suggestion for the goal of finally balanced development between urban and rural areas and the same treatment really being enjoyed by the urban and rural residents.
