The Impact Of Human Capital On Industrial Structure Upgrading

With the increased downward pressure on economy,transformation of economic development mode has become the focus of the reform of China's economic structure adjustment,industrial structure upgrading as one of the key ways to determine the lifeblood of the transformation and development.China has entered the industrialization and knowledge economy era,human capital has more significant effect on industrial structure upgrading,analysis of their internal mechanism has the guiding significance for promoting the human capital development and industrial structure upgrading.This paper based on the perspective of labor market segmentation and to establish the theoretical framework and empirical model about the impact of human capital on industrial structure upgrading,then analyze the intrinsic relationship between them and combined with the current situation to put forward the corresponding policy recommendations,specific content as follows.Firstly,combing the relevant literature,understand the connotation of human capital and industrial structure upgrading,laying the theoretical basis for following studies.Secondly,to build the evaluation index system of human capital and industrial structure upgrading,then according to the 1996-2014 provincial panel data to measure and combined with the results to describe the development and current situation of human capital and industrial structure.Among them,the measurement of human capital which is divided into human capital stock,different types of human capital and human capital distribution structure;the measurement of industrial structure upgrading which is divided into industrial structural rationalization and high advancement.Thirdly,based on the theory of human capital investment and labor market segmentation,form production and consumption attribute to analyze the role of human capital to industrial structure upgrading.Fourthly,according to the theoretical research framework and current status to propose four hypotheses and build the corresponding static panel and dynamic panel model,then use the estimation method of ordinary least squares(OLS),fixed effects(FE)and system GMM to analyze the provincial panel data,it confirmed that the four hypotheses are established and the empirical results are as follows: to increase the human capital stock can promote the rationalization and advancement of industrial structure;labor market segmentation affect human capital stock to hinder the industrial structure upgrading;different types of human capital has different effect on industrial structure upgrading,and the influence of innovative human capital is significantly greater than the general and skilled human capital;the impact of human capital distribution structure on industrial structure upgrading has inverted U shape.Fifthly,according to the current situation and empirical results to put forward the following suggestions,to increase the investment of human capital and optimize the talent cultivation and introduction mechanism;to reform the industrial policy and focus on the regional advantages of industrial development;to improve the labor market segmentation and eliminate employment barriers.
