The Industrial civilization which aiming at pursuing the efficiency or benefits simply has brought many problems to the external survival environment of human beings. In this context, the developing circular economy gradually approved by environmental economists and governments. The developing circular economy is a pattern of economic development which promotes the coexistence with between environment and human in a sustainable way which can achieve great success in economic growth and development.Now there are some studies about regional circular economy assessment:In terms of studying objects, little studies focused their attention on31Provinces, autonomous regions and municipalities; In terms of research methods, little documents are based on principal component analysis(PCA) and use principal component analysis by dividing appraisal target system into systems or modules. For evaluation of provincial circular economy, although having their particular emphases, there still lacked the integrity and authority in establishing indicator system.This dissertation focuses on circular economy as its subject and circular economy assessment as its researched subject body, carries on the systematic assessment to regional circular economy by using Principal Component Analysis(PCA),BP NN model and Data Envelopment Analysis(DEA).Principal Component Analysis(PCA) does not analyze the principal of the whole but divide the whole into economy, resource and environment to analyze; Both of BP NN model and Data Envelopment Analysis(DEA) can avoid the evaluation error due to overlap and alienation of the index by analyzing the extracted principal component. Data Envelopment Analysis(DEA) evaluates input and output efficiency of economy, resource, environmental protection and so on in the development process of circular economy from the standpoint of efficiency, presents and evaluates Economic efficiency, resources efficiency, environmental efficiency and overall efficiency of circular economy. Specific analysis ideas as follows:(1) The principal components analysis of circular economy evaluation index. Combining with the basic principle of circular economy evaluation index and the previous research results, this dissertation puts forward three rule levels of economy, resource and environment, including6element levels of economic output indicators, industrial structure indicators, resource consumption index, resources utilization indicators, Waste emissions index and environmental management indicators,which totally contain35detailed indicators detail in examining,analyzing and extracting the indicators from economy, resource and environment perspective, and extracting separately2,4and3principle components from three rule levels of resource, economy and environment,and use principal component to evaluate circular economy.The evaluation results suggest that the spatial distribution of economy and resource utilization in the provinces of China is in line with the distribution pattern of "high east, low west and medium middle part" except a few areas which break the pattern. While the environmental protection is in the distribution pattern of "high east, low west and medium middle part" and shows the information of distribution without obvious spatial distribution regularities. The spatial distribution of the overall development of the circular economy in line with the distribution pattern of "high east, low west and medium middle part" but there are some areas break the pattern, for example, there are3eastern regions on the bottom and6middle regions in the top.(2) The circular economy evaluation research bases on BP neural network. Apply of using the BP neutral to evaluate the level of circulating economic development has built three layer BP neural networks including Input layer, hidden layer and output layer. For reducing the impact of the overlap and alienation of primary index, evaluate economy, resource, environment and synthesis by using principal component to build input indicators of BP neutral network, and carry out comparative analysis on the results of evaluation and principle component analysis.The evaluation results suggest that the results of principal component analysis are in substantial agreement with the economic evaluation and environmental protection evaluation. However, there are some differences in a few areas. The economic development is in line with the distribution pattern of "high east, low west and medium middle part" and the environmental protection is without obvious spatial distribution regularities. But there is a great difference between the resource evaluation and the result of principle component analysis. Spatial distribution shows that the east is above the medium level, the central and western regions is below the medium level and part of the western region has a great new pattern. There are some great differences between the comprehensive evaluation of the circular economic development level and the result of principle component analysis. there are6regions with a great promotion in ranking and8regions with a great glide in ranking. The spatial distribution is in line with the distribution pattern of "high east, low west and medium middle part" except a few areas has some differences. In conclusion, there is no obvious linearity between level of circulating economic development and level of economic development. The same circumstance occurred in the level of circulating economic development, resource utilization and environmental protection. The level of circulating economic development is the result of comprehensive coordinated development affected by economy, environment, resource and other factors.(3) The circular economy development efficiency evaluation research which based on Data Envelopment Analysis(DEA) comes up with concepts including economic efficiency, resources efficiency, environmental efficiency of circular economy development and so on. In order to reduce the impact of the overlap and alienation of primary index, we construct the input and output indicators of DEA model by using the principal component. Economic efficiency model is a model whose principal component of economic index is output and principal component of resource and environment is input. Resources efficiency model is a model whose principal component of resources index is output and principal component of economy and environment is input. Environmental efficiency model is a model whose principal component of resources index is output and principal component of economy and resources is input. Finally, use BBC model of DEA to evaluate all kinds of efficiency.The evaluation results suggest that in term of economic efficiency, there are14regions whose economic efficiency belongs to DEA synthesis effective in China’s development of recycling economy. The economic efficiency in the east is the greatest, in the middle region is the worst, and the economic efficiency in the west does not look good. As to the resources efficiency, there are27regions whose resource utilization efficiency is DEA synthesis effective in the development of recycling economy, which account for about87.1%of the country’s proportion. In term of environmental efficiency, the efficiency of regional circular economy development is not high, and there are only10regions whose resource utilization efficiency is DEA synthesis effective. The environmental efficiency is the lowest compared with the other2comprehensive evaluation indicators of regional circular economy. Thus, environmental protection is an important urgent problem in the development of circular economy.Finally, This dissertation takes Wuhan green hill area which is one of the second batch of circular economy pilot units as an example, and shares some background information of Qingshan district circular pilot. It traverses the development of circular economy in Qingshan district from3aspects including the primary mission, important task and excellent indicators. In the end, This dissertation draws lessons from the past and give relevant advice based on the evaluation and analysis of the circular economy development headline figures and index quantification.
