Study On The Implementation And Control Of Land Use Planning

Land resources are the combination of the natural and economic, carrying thesurvival and development of human society. The problem of land use is the world’scommon concerns of social and economic problems in the world today. The land useplanning,and the implementation of control are important basis and means, for localgovernments to realize the reasonable utilization and management of regional landresource, to make full use of the regional land resource advantages, to enhance theeffective use of land, to unify the realization of economic, social and ecologicalbenefits, to promote the sustainable development of regional society, economy andecology. Our society is now in the process of transforming on social and economic.The demand for land is increasing and contradiction between people and land ishighlighting. How to solve the problem of land use planning management is now animportant direction in the research of land use planning during the social transitionalperiod. The third time of general plans for using land has finished. After the controlover the past two years, the plan has provided land security to regional social andeconomic development, but also brought new problems at the same time.This paper study on land use planning and management and control of the landuse in Yining, basing on collection of documents at home and abroad, drawing theadvanced research results of scholars, combining with the regional characteristics ofYining, according to the system theory, location theory and self-organization theory.Firstly, research on land use planning in Yining city, present the planning problemsand reasons; Secondly, collating data of Yining’s social economy and land usemanagement, by means of mathematical analysis model, to analyse the planningimplementation control, reveal the influence factors of planning implementationcontrol and the game of related main body; Again, using the sustainable developmentmethod to evaluate the land use planning implementation control of Yining, bybuilding the evaluation index system; Finally, aim at the feature of land use planningimplementation control situation, construct the implementation of land use planningcontrol linkage mechanism, improve the coordination of administrative departmentand the public participation mechanism, perfecting the mechanism of regional financeand economy security guarantee mechanism, etc.The main conclusions and enlightenments from the comprehensive research:Land use planning is a systematic project and has a strong timeliness. Land useplanning implementation of the control system is not perfect and the publicparticipation is not strong, etc. During the control process of land planningimplementation, we should pay attention to the early stage of the basic research,focusing on the innovation system, the implementation of the control work, the theoryand technical methods and pay attention to the general land use planning andimplementation of the control system innovation, focusing on the general land useplanning implementation control evaluation system building.
