Land use general planning is important measure of government macro-control land use. It plays a significant role in land management in our country. Land use general planning contains two phases: planning workout and implement, which are supplement each other. Land use general planning implement evaluation is to check-up implement status and estimate whether it meets the requirement of society economy development. An integrated process of land use general planning, needs to monitor and evaluate the general planning, except scientific workout and effective implement.At present, many experts and scholars in our county all deeply study land use general planning implement evaluation, and get nice result. But, target system design lays particular stress on implement of planning target. The planning final aim is not only shown on target implement, but also on the impact to society economy development. So, the thesis introduces performance evaluation conception.The thesis establishes land use general planning implement performance evaluation target system according to the basal theme"4E"evaluation theory: Economy, Efficiency, Effectiveness and Equity. That is followed by building commonality management performance evaluation system. Also the thesis uses objective weighting method and entropy method to confirm weight of target. In target system, there are many factors having a certain degree of ambiguity. So, it chooses fuzzy comprehensive evaluation and builds multilevel fuzzy synthesis evaluation, to evaluate the land use general planning implement performance. Finally, take Yichun City for empirical research objective, and obtain evaluation result by evaluation target system and evaluation model.
