With the implementation of The Western Development and the revitalization of northeast old industrial bases in the Bohai Economic Rim, as well as the implementation of "8337" development ideas of Inner Mongolia, Xilin Gol League was an important resource regions for connecting North and Northeast regions and an energy reserve area for the Northeast Economy Circle. As his geographical and resource advantages in accelerating the process of new industrialization, while the optimal allocation of land resources was faced new challenges including co-ordinate economic development and farmland protection. Against this background, the scientific preparation of land use planning and effective implementation of Xilinhot City is crucial to the sustainable development of economic, social and livelihood because of the Xilinhot City as the Commission, the Administrative Office location and the alliance’s central city.In this study, a range of issues in Xilinhot land use including the distribution of arable land concentration, lower quality, grass area, rich in livestock resources and ecological protection resources were point out through existing land use planning of Xilinhot, field research and investigation and characteristics of in-depth analysis. In the reference for advanced practices and experiences in the implementation of land use planning of better areas and abroad, as well as considering the local situation, three proposals which contain fully protect the balance between the various types of land, based on construction land potential and strengthen the security of land use control has put forward for land use.The innovation of this study is that the data was reliable and detailed and the proposed measures was scientific and feasible, and proactive. The reliable and detailed data was acquired through the inquiry of existing land use planning, site inspection and verification. Secondly, the proposed measures was acquired by carefully studying the advanced experience combined the local sitiuation.
