In recent years, with the rapid development of economic globalization and the knowledge economy, science and technology innovation ability has become a measure of a country or region of the core competitiveness of key indicators. China is a country with vast in territory, due to differences of social and economic development levels, science and education basis and science and technology input, the development of science and technology innovation ability in east middle west regions is extremely uneven. To complete the backward area of science and technology innovation to catch up with the progress region, and to achieve inter-regional collaboration, joint development, we must study the regional disparity in spatial distribution of science and technology innovation ability.Firstly, this paper elaborates on the theory of innovation, the concept of science and technology innovation and regional scientific and technological innovation process, then on this basis this paper selects the 12 provincial-level administrative region in the western region as the research object, and from three perspectives of patent indicator(absolute index, relative index, structural index), spatial distribution disparity of science and technology innovation ability in the Western region are statically descripted. After that, by nesting factor analysis of multiple index panel data,clustering analysis and the Thiel coefficient, using 11 provinces in the western region from 2007 to 2009 as samples, this paper quantitatively analyze of its science and technology innovation ability and its spatial distribution differences. The empirical results show overall trends in science and technology innovation ability of provinces is growing, and the differences of science and technology innovation ability of the west region is surely existed, some provinces even appears polarization phenomenon, its difference intensity I(O)over time almost was gradually weakening, in addition to the value of individual years is slightly floating; reasons caused disparity mainly due to differences between layers science and technology output capacity, which contribution rate is almost more than 92%. Finally, analyzing the causes of differences of science and technology innovation, and putting forward relevant countermeasures in order to promote regional technological innovation system.
