Technology is a kind of important strategic resources for a country and is a requisite fact for science and technology workers in their research activities. These technologies including materials and information are the securities which will help China’s economic development from the elements driven to innovation driven and promote the progress of science and technology. As The Science and Technology Platform acts as an important carrier of science and technology resources, its level of cooperation has become a key factor of our country’s science and technology innovation. So we must pay high attention to establish and implement the open-and-share mechanism of The Science and Technology Platform, actively seek ’mutual and win-win’cooperation mode and channel, speed up the flow of innovation elements and innovation resources, and then finally realize the economic and social development through our powerful science and technology.In this paper, through summarizing and referencing the experiences from international society, we formulate the open-and-share path graph about science and technology platform conforming to China’s national conditions. We then study the influence which comes from the R&D cooperation and different partnership effect on the innovation performance. Based on influence factors and their interaction, we explore the operating mechanism about Technology Platform and external institutions cooperation-innovation. Respectively from the motivation mechanism, trust mechanism and benefit distribution mechanism, we can construct an integrated cooperation-innovation operating model for Technology Platform cooperating with external institutions. By elaborating the principle and the concrete methods of cooperation-innovation index selection, and by using the analytic hierarchy process (AHP), we then build the evaluation index system of Technology Platform in our country. In addition, we also analyze the components, life cycle, structure model, and related features of The Technology Platform Cooperation Innovation network by adopting the opening pattern innovation network analysis framework. According to the literature review, we can find that the awareness of Technology Platform Cooperation Innovation is not high, and related theoretical system should be completed. Based on these research spaces, we can sum up the innovation points of our paper as follow: First, the issue of Technology Platform Cooperation Innovation is a new research direction. Cooperation and innovation of Technology Platform is the further development relative to opening and sharing. At present, domestic and foreign researches about Technology Platform mainly focus on the basic construction conditions, but seldom involve cooperation and innovation. Opening and sharing are the prerequisite and foundation for Technology Platform Cooperation Innovation, and cooperation and innovation can be used as its expending and deepening. So, in this paper, we analyze the Technology Platform from the new perspective which include Cooperation Innovation influence factors, implementation mechanism and evaluation index system.Second, analytic hierarchy process (AHP) and a Creative mechanisms are used to construct and implement the evaluation system for Technology Platform Cooperation Innovation. According to the evaluation index selection principle, we then build the evaluation system for cooperation and innovation which between Technology Platform and external institutions. This evaluation system Contain four first class indicators which are the Open-sharing level and management efficiency of Technology Platform, and the output efficiency and external environment of Cooperation Innovation respectively. Those first class indicators then include fifteen second class indicators. Technology Platform Cooperation Innovation estimation scale can be divided into five types, such as AAA、AA、A、B、C. The results of our study can help to guide practices. For instance, they can provide a reference to evaluate China’s Technology Platform Cooperation Innovation.Third, we set up the Technology Platform Cooperation Innovation network by using the opening pattern innovation network analysis framework. It is obvious that the Technology Platform Cooperation Innovation network is no longer a simple and linear process of innovation, but a Complex interaction and feedback mechanism, and it Need interact with organizations external agencies (such as colleges and universities, research institutes, government, financial institutions, user, consulting companies, intermediary institutions, etc.) to mutually influence and then to innovate. Opening pattern innovation network for Technology Platform Cooperation Innovation can integrate the superior resources of internal and external and can also make the internal innovation through the border spread to external market. In this way, Technology Platform and enterprises will create more value for the society.
