The problems endangered the lives safety and grain market stability. Therefore, It is a key issues to be solved to accelerate the construction of rational scientific coordination mechanism and to strengthen emergency response capacity system. So this study provides important theoretical references for the local government to constantly improve the emergency refined grain agent reserve system.This paper mainly discusses game relationship:around "local government-agent reserve enterprises-supply outlets" of the emergency refined grain agent reserve system. First, it analyzes the structure of system, the relationship of subjects and mechanism of coordination mechanism. Then It uses the principal-agent theory, evolutionary game chain method to study the principal-agent relationship between local government and agent reserve enterprises, cooperation mechanism among agent reserve enterprises, and tripartite game of agent reserve system. Besides it uses Matlab to take a numerical simulation to verify the evolutionary game chain model. Finally, it offers the countermeasures and suggestions to construct and perfect coordination mechanism of the emergency refined grain agent reserve system on the basis of the analysis of the subjects relationship.The conclusions of this paper are:contractual relationship of three supply security network of emergency refined grain agent reserve system leads to moral hazard problems between each other. The local government determines a reasonable subsidy, regulatory probability and punishment depending on the region’s economic development in the principal-agent process of local government and agent reserve enterprises. Over time, the cooperation proportion and average earnings of agent reserve enterprises will have different evolution and equilibrium, and improve interests balance and competition mechanism of the agent reserve system. It comparatively analyses the effect of government regulation on the competition and cooperation mechanism of agent reserve enterprises. The game of three subjects will be studyed under the supervision of local government to analyse the Influence factors of collusion probability, regulatory probability and coordination strategy. These lay a good foundation for constructing and perfecting coordination mechanism of the agent reserve system.The features and innovations of this paper are:(1) It has a significance meaning to improve our agent reserve system, to research coordination mechanism of emergency refined grain agent reserve system from the perspective of the system.
