The industrial division of labor and coordinated regional development is the important topicof the economics research. From Adam Smith to Marx, the division of labor is carried out adetailed statement. Adam Smith believes that the division of labor is a source of national wealth,promoting technological development, reducing labor time, improving the efficiency of labor andincreasing the accumulation of social wealth. Marx believes that the regional division of labor isthe human social and economic activities in the form of division of a geographical space, thedivision of labor and cooperation are interdependent and mutually to each other in order to protectand promote, and improve efficiency through division of labor and cooperation, increaseefficiency. Young believes that the division caused by increasing returns, and Schultz, Houthakker,Becker, Xiaokai, Wong Yau, Li Yining, who from different perspectives, to expand and deepen, sothe imbalance in regional development has been one of the major socio-economic issues ofconcern. Xinjiang is located in the hinterland of the Eurasian continental and adjacent to the eightcountries, its strategic position is important.Xinjiang has47ethnic minority with13.07millionminority population accounts for59.90%of the autonomous region’s total population(2010census). It is a form of co-existence with multi-ethnic, multi-cultures and multi-religious in theareas. It is one of the most sensitive areas of social and national issues. Xinjiang was naturallydivided into southern Xinjiang and northern Xinjiang by Tianshan mountains, and the industrialeconomic development is imbalancial between the North and the South. Therefore, it is of greatpractical significance for the study of Xinjiang industrial division of labor and coordinationbetween the southern and northern regions, to prevent the problem of too large gap about theincome between the North and the South for achieving harmony in Xinjiang,Through research, this article intends to achieve four objectives: firstly, it reveals the changein trajectory of industrial development in Xinjiang through the course of Xinjiang’s industrialdivision of labor; Secondly, it explores the cause of industrial economic imbalance betweenXinjiang southern and northern from the perspective of resource endowments, policy, location,and social factors;Thirdly, it explans the relationship between industrial economic imbalancesand regional economic growth in Xinjiang’s southern and northern parts from different historicalstages, and comprehensively analysis the result of the imbalance of Xinjiang;Fouth, it proposesSuggestions to maintain regional coordinated development between the southern and northernparts of Xinjiang, which provide a basis service for scientific decision-making of the XinjiangAutonomous Region government and relevant departments.In this paper, it estimates the industry gap in Xinjiang region through the index of theweighted coefficient of variation. It makes the decomposition from Xinjiang’s total income gapfrom the perspective of different industries. It reveals that the regional industry difference is thecrux of the problem of the gap between southern and northern parts of Xinjiang. Then it reveals the influencing factors of the uneven development between the southern and northern regions ofXinjiang. This paper makes a new analysis methods, a new theoretical framework analysis aboutthe unbalancial development between the southern and northern parts of Xinjiang from the fourperspective such as the resource endowments, policy, location and social factors from1978to2010by running the Xinjiang’s15prefectures panel data through the EVIEWS7.0software. Itcarries on the establishment of measurement regression model and an empirical test. And itanalysis impact on Xinjiang’s economic growth with result in the regional unbalance developmentvia the data of Xinjiang’s60years and88counties. It not only uses the method of Shift-shareanalysis and specialization index of the location quotient, etc., but also carries on a new divisionof labor and rational distribution for the southern and northern parts of Xinjiang region. Finally itdraws the appropriate industrial policy measures to promote Xinjiang division of labor andcoordinated regional development.The main research results and innovation:First, in terms of administrative divisions, It divides Xinjiang into southern and northern partsof two different contact Administrative Region;In the second place, from four perspective, Itreveals the profound causes by the impact of regional differences between the southern andnorthern parts of Xinjiang, and it defines that the key is the industrial division of labor for thecoordination between southern and northern regions. Thirdly, it studies the the change and itsimpact of the industrial division of labor from the perspective of the historical development inXinjiang; Fourth, it tests Xinjiang’s industrial division of labor and coordinated regionaldevelopment through the empirical method, and come to the recommendations of the coordinatedregional development policies between the southern and northern Xinjiang,which provideguidance and reference for Xinjiang’s achieve new leaps steps.This paper argues that: Xinjiang’s industrial division of labor is the crux of the problembetween the southern and northern regional coordination, and which has a special impact on theunbalance development between the southern and northern Xinjiang; Xinjiang’s resourceendowments, policy factors, locations,the difference between regional characteristics and socialfactors has become the main reasons leading to the development imbalance of southern andnorthern parts of Xinjiang; Therefore, to promote coordinated regional economic developmentbetween southern and northern parts of Xinjiang’s, we have to take measures of industrial divisionof labor and rational distribution.
