The 21st century is a new period of history for China, the Xinjiang of China and neighboring countries. China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan established a new organization of regional cooperation -- Shanghai Cooperation Organization in 2001. The economy and trade of Xinjiang grow rapidly driven by the development of the western regions. The economy of neighboring countries finally ushers in the dawn of the 21st century and embarks on a steady recovery and rapid growth path after suffering the pains of more than 10 years independence and reform. Xinjiang and neighboring countries are faced with the major issues, such as social stability, regional peace and economic development in the 21st century. And Xinjiang how to mutual cooperation with the neighboring countries and seek common development by the industrial division of labor in the framework of the Shanghai Cooperation Organization, thus enhance regional competitiveness and realize the prosperity of regional social, economic and cultural in Xinjiang. That is a strategic issue to be resolved for Xinjiang.This paper studies the industrial division of labor and regional competitiveness in Xinjiang under the framework of the Shanghai Cooperation Organization. This paper uses the combined research methods of quantitative analysis and qualitative analysis. First of all, the author expatiates the theory of the industrial division of labor and regional competition, and discusses the relation of the industrial division of labor and regional competitiveness; Secondly, the author analyzes the socio-political situation of Xinjiang and the SCO members, and puts forward the strategic significance of the industrial division of labor between Xinjiang and the SCO members under the framework of the Shanghai Cooperation Organization; Thirdly, the author analyzes the conditions of industrial division of labor between Xinjiang and the SCO members under the framework of the Shanghai Cooperation Organization from the aspects of the historical, political, cultural and geographical basis, economic complementarity, market potential; Fourthly, the author analyzes the status quo and the factors of restrict about industrial division of labor between Xinjiang and the SCO members, and puts forward the trends of the industrial division of labor; Fifth, the author expatiates the urgent request on upgrade the regional competitiveness of Xinjiang by the industrial division of labor, discuss the issue that the industrial division of labor is an important way to enhance the region competitiveness of Xinjiang ,and puts forward the feasibility of upgrading the region competitiveness of Xinjiang through industrial division of labor; Finally, the author constructs a regional competitiveness evaluation index system using Principal Component Analysis and Analytic Hierarchy Process, does a comparative analysis of the regional competitiveness of Xinjiang with the four other provinces in Northwest China, as well as with the SCO members respectively, and puts forward specific countermeasures to enhance the regional the competitiveness of Xinjiang by the industrial division of labor under the framework of the Shanghai Cooperation Organization.
