After the reorganization of the telecommunication industry and the issue of3G license in2008, which made China Mobile, China Unicom and China Telecom all become the full-service telecom operators, the announcement of the issue of4G license in2013will undoubtedly stimulate another round of investment boom and promote a more fierce competition in the telecommunication industry. However, how competitive are China’s telecom operators before and after the reform? Is there any improvement and how to enhance their international competitiveness? Whether the increase in China’s telecommunication industry relies on the drive of investment or the improvement of efficiency? Due to the confrontation with new economic development circumstances at home and abroad, the question of how to develop China’s telecommunication industry to adapt to the new situation requires empirical researches on the reform and efficiency of China’s telecommunication industry. The studies can not only expand the connotation of the theory research but also analyze and describe the developmental track of China’s telecommunication industry, therefore, it will provide practical guidance for the future development.On the basis of the related domestic and foreign literature, this dissertation, by way of combining the qualitative and quantitative researches, applying the normative and empirical researches which are of equal importance and choosing the advanced mathematical methods, such as non-parametric method and stochastic frontier production function, undertakes a study on the Technical efficiency of China’s telecommunication industry (static state) and the growth of total factor productivity (dynamic state). Moreover, it gives a comparatively comprehensive analysis on the business volume and the number of users, then makes a further analysis on the endogenous and exogenous factors and investigates the influence and the driving-force on the growth of China’s telecommunication industry caused by the telecommunication reform. To be specific, the content included in the dissertation is as follows,Firstly, the review of relevant theories and methods. To begin with, the article introduces the development history and the general reform situation of China’s telecommunication industry, and analyzes the background, objectives and significance of the study, it is then followed by the research content. In the end, by combining related theories, it makes a brief introduction, a systematic pectination and a conclusion of the research methods used in the thesis.Secondly, the study of the reform, regional differences and technical efficiency of China’s telecommunication industry. First of all, choose the BC2model based on DEA. Then, by using three-stage DEA model which excludes the external factors, the dissertation analyzes the efficiency of China’s telecommunication industry between2000and2012according to different evaluation schemes with business volume oriented output and customers oriented output based on the economic and social benefits respectively. At last, it makes comparison and analysis on the changes of the technical efficiency, pure technical efficiency and scale efficiency in the aspects of reform policies, reform stages and regional differences of China’s telecommunication industry. Also, it points out that from the perspective of reform and price cap regulation, the past reforms all produced positive and negative, small and short influences, but in the long run, they all contributed to the efficiency promotion to some extent. However, the key contributor of the technical efficiency is the scale efficiency and the pure technical inefficiency is the direct cause of the technical inefficiency. Furthermore, there are distinct regional characteristics in technical efficiency, pure technical efficiency and scale efficiency, but the main cause that affects the pure technical efficiency is the external environment. Thirdly, the study on reform, the total factor productivity (TFP) and the regional differences of China’s telecommunication industry. The variations of TFP of China’s telecommunication industry between2001and2012is calculated by non-parametric Malmquist index and parametric SFA. While on the basis of a further analysis of temporal characteristics and spacial differences, it makes an in-depth analysis of evolution law of differences and endogenous mechanism and provides empirical analysis on the influence of the reform of the economic system on the growth of the telecommunication industry. Generally speaking, China’s telecommunication industry between2001and2012has witnessed significant increases in the growth rate of both business volume and TFP. What’s more, the increase of the business volume of telecommunication industry mainly depends on the increase of TFP, and the transition of investment-driven growth to efficiency-driven growth has been completed. The increase of TFP is primarily caused by the technical progress, but the variations of technical efficiency are relatively small and the scale efficiency is basically in an effective status with a weak growth. In the long run, the reform of telecommunication industry promotes the growth of TFP, but the output growth rate has slowed down, and it causes an inhibiting effects on the technical progress, technical efficiency and scale efficiency for a short time. From the perspective of temporal characteristics to analyze the growth of TFP, it can be found that China’s telecommunication industry presents obvious periodical traits and there is a mutual impetus between technological progress and technological efficiency. Although the impact of the technological efficiency is relatively little and the periodical traits are in line with China’s telecommunication industry reform, there also emerge new features. This dissertation finds that during the years of2011and2012, the influence of the technological progress slowed down, and the technological efficiency exerted a negative influence, which could be explained through the explosive development of the OTT business. From the perspective of the spacial(regional) characteristics, the growth rate of TFP of China’s telecommunication industry in all provinces varies greatly geographically. With the developmental levels among the eastern, central and western regions different apparently, the development level of telecommunication industry in the central and western regions is inferior to that of the eastern region, but the catch-up effect is evident, and there appears a "club" convergence trend in China’s telecommunication industry. On the basis of the analysis of continuous data from2001to2012, the thesis combines the current hot mixed ownership reform and provides tentative suggestions for the mixed ownership reform of China’s telecommunication industry in the future.Fourthly, the analysis of the exogenous factors of the growth of TFP of China’s telecommunication industry. The panel regression is exerted to analyze the exogenous factors affecting TFP. The dissertation points out that the level of economic development and degree of industrialization both contribute to the growth rate of TFP of telecommunication industry to a certain extent, population size and population density play a positive role to promote the growth rate and all kinds of efficiency of telecommunication industry. Moreover, human capital and the technological innovation bring no obvious boost in the growth of the efficiency of the telecommunication industry, but they inhibit the efficiency increase tendency. Although the data is limited, mostly because of inadequate-length of time, the article regards the OTT business innovation as one of the external factors, which indicates that the OTT business does no good to the increase of the efficiency of the telecommunication efficiency but restrains the growth tendency. The marketization degree has significant impacts on the growth rate of TFP of telecommunication industry.Fifthly, the analysis of the endogenous factors of the growth of TFP of China’s telecommunication industry. The human capital of the employees of telecommunication industry can partly facilitate the technological progress and therefore improve TFP and TFPCH. Meanwhile, the research input will increase the TFP by upgrading the technology, but also result in a negative influence on the technological efficiency. Also, the capital per labor can effectively promote the growth rate of TFP, technological progress rate, technological efficiency and progress rate of telecommunication industry and the international trade and technology spillover can dramatically improves the TFP and its growth rate of the China’s telecommunication industry so as to strengthen the competitiveness China’s telecommunication industry. Moreover, the degree of industrialization can remarkably lift China’s social benefits, however, at the cost of the economic benefits, the rate of substitution of mobility to stability helps to give full play to economy and scale of the mobile network density as well as the network externalty, which will greatly enhance TFP and its components and consolidate the competitiveness of China’s telecommunication industry. Whether measured in the perspective of social benefits(user number) or economic benefits(business income), the policy factors are unsuccessful. Therefore, the implementation of the new policies such as asymmetrical regulations are needed to completely change the current disequilibrium.The dissertation makes a tentative and comparatively systematic research on the efficiency and influential factors of China’s telecommunication industry, which is of practical and theoretical significance. However, due to the limited time and resources, there still exist numerous shortcomings and further in-depth research will be carried on in later work and study.
