Enhance independent innovation capability, enhance IPR creation, utilization, protection and management capabilities, becoming strategic needs to upgrade the overall competitiveness of the communications industry quickly. The trend is to speed up building an innovation-oriented country, and transform traditional industries by using high technology, the development of the communications industry intellectual property can improve the industry innovation, also could guide the communication enterprises grasp the opportunities in the time of technological innovation in an increasingly fierce competition, seize the high ground and win the initiative.Intellectual property of communications industry is facing significant development opportunities, while the lack of innovation capability of domestic communication companies and the Intellectual property disputes in the international environment, have put forward higher requirements on the intellectual development of Chinese telecommunications industry. Strengthen the role of independent innovation, policies and regulations, the industry regulator, industrial integration in intellectual property development of communication industry.The object of this study is the impact factors of intellectual property development in the communications industry. Based on a systematic analysis of the telecommunication industry intellectual property development, summarized existing research theory and the application of Intellectual property development, this research refining the telecommunication industry intellectual property development factors and established the telecommunication industry intellectual property development factors conceptual model. This research adopts structure equation method, through the design variables, collecting data, relations assumptions and empirical analysis, it analysis verify the telecommunication industry intellectual property development ability and development environment influence factors, eventually established the telecommunication industry intellectual property development strategy system.The first chapter consists of the researching background, contents, methods, writing frame and intellectual property that telecommunication industry development present situation, problems as well as tendency.The second chapter plays a role as literature review of the existing literature part, made a comprehensive objective analysis and evaluation theory, consists of intellectual property rights, interests balance theory, development theory, the industry research status, intellectual property rights of intellectual property development, as the theory guidance and reference of this study.The third chapter begin with the definition of concepts and the research category, following by establishing two-dimensional matrix of the telecommunication industry intellectual property development factors according to classify internal and external factors.Chapter four established the general concept model and the sub-concept model of the communications industry intellectual property development according to the telecommunication industry intellectual property development factors matrix. Then design variables, and puts forward the relationship for data empirical hypothesis, provides validation object, provides establish basis for telecommunication industry intellectual property development strategy system.Chapter five proposes empirical methods and data collection methods of the communications intellectual property development factors.
