The Influencing Factors Of China Agricultural Growth In Agricultural Supply-side Structural Reforms

Agriculture is the basis for the economic development of a country and affects all aspects of the entire social and economic life.In recent years,China has made remarkable achievements in agriculture.The agricultural modernization has achieved outstanding results.The rural environent have been improved,and the quality of life and standard of living of peasants have been raised.However,the rural problems still have the shortcomings in the construction of "agriculture,farmer and rural areas".The development imbalances and inadequacies need to be solved urgently.In view of the problems in the development of agriculture,the 19 th National Congress of the Communist Party of China put forward that it is necessary to always take see the "three rural issues" as the top priority of the work of the entire party.This article tries to discuss the key factors affecting the development of agriculture in our country from the factors that affect the growth of agriculture.Specifically,this paper analyzes the theoretical basis of structural reform side of China's agricultural supply.the supply-side structural reforms in agriculture come to our country neither from Say's Law,nor come from Supply-side economics,but to Marxist political economy as a guide.However,the new Liberalism of supply in the existence of the scientific elements,based on Marxist political economy,based on the scientific components to be used.Therefore,the model of economic growth adopted in this paper is also based on the general framework of Solow Growth Model.Secondly,this article elaborates the current situation of agricultural growth in our country from two aspects of the stage change of agricultural growth and the change of agricultural economic system,as well as the problems we now face.According to China's agricultural growth performance since the reform and opening up at different stages of different growth characteristics,will 1978--2015 China's agricultural growth is divided into six stages,namely: 1979-1984,agriculture continued high-speed growth phase;1985-1991,agriculture Entered the stage of relative decline and then increased slightly;1992-1996,stage of steady growth of agriculture;stage of decline of agricultural growth,1997-2002;period of rapid growth of agriculture,2003-2007;stage of agriculture,2008-2015 Volatile growth stage.Since the reform and opening up,the changes of China's agricultural economic system mainly include the changes of rural land system,the reform of agricultural product price system and the reform of rural fiscal and taxation system.The main problem facing our country in transition agricultural development are: First,the elements of excessive investment,low utilization of arable land pollution,ecological damage;the second increase,agricultural products and opportunity costs,decreased comparative advantage;third,domestic prices of agricultural products Long-term higher than the international price;Fourth,the agricultural industry chain,the value chain is not perfect.Then,we use the perpetual inventory method to estimate the stock of agricultural capital in our country and analyze the deepening of agricultural capital in our country.Fourthly,from the aspects of factor input and institutional change,the paper uses the data of agricultural growth in 28 provinces from 1978 to 2015 to make an empirical study on the factors affecting agricultural growth in China.The results show that the factor inputs to agricultural growth has a fundamental significance,can bring vertical growth;institutional change has a horizontal effect for a period of agricultural growth can bring immediate results of the agricultural period;some control variables,such as rural industrialization,also played a decisive role in agricultural growth in the early stages,but their effects weakened later.Finally,some policy recommendations are put forward in five aspects: the reform of agricultural system,the input of factors,the development of science and technology,Finally putting forward two prospects for further study on the influence factors of agricultural growth in China.
